Performs routine (journey-level) data analysis and data research work. Work involves conducting detailed analysis of and extensive research on groundwater-related databases, including creation of queries and reports utilizing Microsoft SQL Server tools. Develops reports and dashboards, and assists in developing new products to analyze, present, and consume groundwater data. Works closely with the Groundwater Data Team Lead on job-related tasks. May train others. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Reports to the Manager of the Groundwater Technical Assistance Department. Essential Job Functions: Collects and formats groundwater-related data from cooperating entities for inclusion in agency databases. Maintains good working relationships with cooperators and groundwater conservation districts, displaying exceptional customer service and professionalism. Designs and performs quality assurance/quality control procedures to ensure data integrity. Provides data in response to agency and public inquiries regarding groundwater information, local and regional groundwater studies, and report preparation as required. Compiles and queries data. Creates database reports for internal and external customers. Consults with internal and external customers to identify user needs. Assists Groundwater Division staff, primarily in the Groundwater Monitoring Department, in resolving technical problems. Assists the Data Team Lead in developing and testing data entry applications for Groundwater Division staff. Assists the Data Team Lead in implementing process improvements for the Groundwater Data Team. Assists the Data Team Lead in establishing and maintaining standard work procedures, including training and guidance materials. Assists in developing data quality measures, analyzing data quality results, and implementing necessary changes to ensure data quality improvement. Develops innovative approaches to data analysis and dissemination, which may include implementing worksheets, databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality. Uses geographic information systems and other software to develop maps and data visualization tools. Maintains confidential and sensitive information. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses. May be required to operate a state or personal vehicle for business purposes. Performs other duties as assigned. Qualifications: Minimum Qualifications: Graduation from an accredited four-year college or university with a bachelor's degree in Earth Science, Life Science, Geography, Physical Science, Mathematics or a related field. One year of experience in data analysis, research, compilation, and/or reporting work. Experience using Microsoft Access, Excel, or SQL Server databases. Relevant experience and education can be substituted for each other on a year-for-year basis. Preferred Qualifications: Experience using Microsoft SQL Server tools, including SQL Server Management Studio, SQL Server Reporting Services, and SQL Server Integration Services, or similar software tools. Experience using ESRI products, including ArcGIS Pro and ArcGIS Online. Experience with computer programming and coding using Python or similar programming languages. Experience using data visualization platforms, such as Power BI. General knowledge of groundwater-related data. Knowledge, Skills, and Abilities (KSAs): Knowledge of local, state, and federal laws and regulations relevant to the Groundwater Technical Assistance Department. Knowledge of the principles and practices of public administration. Knowledge of statistics and analyzing data sets, running queries, report writing, presenting findings, and record keeping, including security procedures for handling, protecting, and distributing confidential data. Skills in using Microsoft Office programs such as Word, Excel, and Access. Skills in use of internet, email, word processing, spreadsheet, presentation, and database software. Ability to maintain the security or integrity of critical infrastructure within Texas. Ability to meet agency in-office requirements. Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines. Ability to make mature, objective decisions and identify areas of potential problems. Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment. Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision. Ability to perform assigned duties and improve work habits and/or output. Ability to complete assigned work, on time, neatly and with infrequent errors. Ability to interpret policies, procedures, and regulations. Ability to provide prompt, courteous and accurate assistance and clear and concise communication to internal and external stakeholders both verbally and in writing. Ability to work and cooperate with others in a team environment. Ability to manage multiple tasks. Ability and willingness to travel 5% of the time, primarily within the State of Texas. Ability to operate a vehicle (state or personal) for state business and maintain a drivers license and driving record that complies with state and agency requirements.
