About the Role
Reporting to the Director of Organizational Effectiveness, the Senior Manager, Enterprise Workforce Planning will be instrumental in establishing a best-in-class workforce planning function that connects people strategy to business strategy. This role will enable Metrolinx to respond with agility and confidence to changing business and talent demands.
You will design, implement, and lead an enterprise-wide Strategic Workforce Planning (SWP) framework that informs long-term decision-making and ensures the right talent is in place to deliver on Metrolinx's ambitious objectives. This highly visible position partners closely with senior executives, Finance, HR, and Strategy teams to embed workforce insights into organizational planning. The successful candidate will combine strong analytical acumen with strategic foresight, translating data into actionable insights and strategy.

Key Responsibilities
- Lead the development and rollout of an integrated SWP framework, methodology, and governance structure.
- Align workforce planning processes with enterprise strategy, transformation priorities, and financial forecasting.
- Build and evolve workforce analytics and forecasting models to identify talent gaps, risks, and emerging opportunities.
- Collaborate with senior leaders and HR partners to translate business objectives into actionable workforce plans.
- Integrate external labour market intelligence to strengthen competitiveness and inform workforce strategies.
- Deliver actionable insights and dashboards that empower data-driven decision-making across Metrolinx.
- Lead or advise on cross-functional initiatives such as organizational design, workforce transitions, and capability development.
- Champion workforce data literacy and planning capability across divisions through coaching, workshops, and strategic facilitation.
- Drive a culture of continuous improvement, innovation, and accountability in workforce planning practices.
- Lead and develop a team of workforce planning professionals, providing mentorship, guidance, and performance oversight.
- Foster a collaborative and high-performance environment aligned with Metrolinx values and priorities.

- A fully operational, scalable enterprise workforce planning function integrated into business and financial planning cycles.
- Improved visibility into workforce trends and capacity, enabling proactive risk mitigation and strategic agility.

Qualifications
- Degree in Business Administration, Human Resources, Organizational Management, or related field.
- Minimum 10 years' experience in workforce planning, HR analytics, or organizational effectiveness within large, complex organizations.
- Demonstrated success designing and implementing enterprise workforce planning frameworks.
- Strong data literacy, with proficiency in tools such as Power BI, PeopleSoft, or SAP Analytics Cloud.
- Exceptional communication, stakeholder engagement, and executive influence skills.
- Designations such as CHRL, PMP, or process improvement certification (Lean, Six Sigma) are considered assets.
