The Opportunity
In this key role, you will be responsible for providing investigative support and conducting investigations into workplace harassment, discrimination, and other forms of workplace violations. You will also assist a collaborative unit - comprised of both uniform officers and civilian members - in modernizing policies and practices to reflect current best practices and promote a respectful, inclusive work environment.
You will exercise professional and sound judgment in assisting with and conducting investigations, as well as addressing complaints of workplace harassment, discrimination, and other forms of incivility or workplace violations.
As the
Workplace Investigative Support Specialist
, you will:
- Provide investigative support to the detective sergeant and civilian workplace investigators as required with respect to complaints of workplace harassment and discrimination, including sexual harassment, psychological harassment, bullying, reprisal and systemic discrimination under applicable legislation, including the Ontario Human Rights Code, the Occupational Health and Safety Act, and the Community Safety and Policing Act, 2019.
- Engage in intake interviews and meetings with Service members who raise concerns or seek guidance, using a trauma-informed, member-centered approach.
- Conduct preliminary assessments, applying objective criteria and engaging key stakeholders where appropriate, to make recommendations on whether the matter is streamed to investigation, alternative resolution, or another route.
- Develop investigation plans, interview parties, gather evidence, conduct research, prepare investigative reports, determine findings, and make recommendations to resolve complaints that are consistent with collective agreements and meet legislative obligations.
- Assist workplace investigators and the detective sergeant with complex, serious and multi-tiered allegations, including sensitive matters sent to the organization for investigation by other police services.
- Help with the coordination and management of complex or sensitive cases investigated by third party entities, including external consultants, firms, and policing or other public service agencies.
- Input key data on cases in applicable Service case management systems or other case tracking mechanisms, and analyze data when necessary to uncover trends and systemic issues.
- Aid in the development and modernization of investigative processes, programs, tools and techniques related to ensuring safe, respectful and inclusive workplaces, including the drafting of updates to policies, procedures and key communications.
- Work closely with investigators and other staff in the Professional Standards Unit as required, including providing support or consultative advice on investigations.
- Support in the design and facilitation of training and education as required to build capacity for Service members or other investigators on the investigation and resolution of workplace harassment and discrimination concerns.
- Educate members, including supervisors and unit leaders, about their rights and responsibilities regarding workplace harassment, discrimination, and reprisal, including the complaint reporting process.
- Organize meetings, prepare briefing notes, reports and recommendations to senior leadership, Command, or the Board as required.
- Recommend safety measures, support services or other solutions where appropriate for complainants or other parties impacted by workplace harassment and discrimination.
- Liaise with those responsible for employing alternative resolutions and workplace restoration to help disputing parties come to agreement, resolve larger workplace dynamics or teaming issues, and ensure meaningful behavioural change.
- Provide expert advice, direction and support to all levels of staff regarding issues pertaining to workplace harassment and discrimination.
- Demonstrate professionalism, empathy, and candor when dealing with contentious matters and/or matters that may be deeply personal or troubling to a staff member.
- Employ teamwork and relationship building skills to maintain good working relationships with stakeholders when dealing with sensitive or contentious matters.
- Maintain confidentiality and an awareness and integrity of the sensitivity of contentious issues, and is aware of the context within which they may need to be addressed and resolved.
- Remain current and knowledgeable of anti-harassment and anti-discrimination/human rights caselaw, rules, regulations, and trends.
- Perform other duties, functions and assignments inherent to the position as required by the Unit Commander.
Education/Experience:
- Degree in a related discipline such as law, human rights, labour relations, human resources, public policy, criminology, or psychology, or an approved equivalent combination of education, training and experience.
- Minimum of three years experience providing investigative support, preferably with respect to the investigation of workplace harassment and discrimination concerns.
- Advanced training in a related field is considered an asset.
- Canadian Canadian Human Resources Professional (CHRP) designation, particularly with additional courses or training concerning equity and inclusion is considered an asset.
Skills/Competencies:
- Strong facilitation and negotiation skills to deal with complex and sensitive human rights concerns.
- Ability to assess and navigate communications and stakeholder relationships regarding matters of harassment, discrimination and reprisal that are often complex, confidential and sensitive, including systemic discrimination, while maintaining objectivity and neutrality.
- Familiarity with provincial legislation governing harassment and discrimination, including the ability to interpret case law and regulations pertaining to human rights and discrimination.
- Exceptional ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound, unambiguous conclusions.
- Strong written communication skills, with the ability to write concise and detailed reports.
- Demonstrated consultative skills to provide impartial and well-informed advice when dealing with harassment and discrimination concerns.
- Strong public speaking skills with the ability to communicate effectively with a diverse workforce.
- Computer experience required, including standard office computer applications (e.g. Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook, WebEx, MS Teams, and Zoom etc.).
