Definition Under the general direction and supervision of the Accounting Supervisor - Sales Tax, the Senior Account Clerk I/II is a mid-level support position in the Sales Tax division of Finance. This position is responsible for working with local businesses covering all aspects related to KPB Sales Tax including enforcing the applicable KPB Sales Tax Code and policies. In addition, this position assists with the administration and public inquiry of Utility Special Assessment Districts and Road Improvement Assessment Districts. Minimum Qualifications
High school diploma or GED. At least three years of accounting-related work experience; (to include but not limited to accounts payables, accounts receivables, payroll processing, related reconciliations, experience with purchase orders, collections and processing of invoices), college-level accounting courses may be substituted for up to 18 months of accounting work experience. Must have customer service experience working with internal contacts and members of the public. Must be able to operate 10-key, minimum 8,000 KPH; type 45 wpm. Must have intermediate working knowledge of computers and software including Microsoft Excel and Word.; Clear and effective communication skills are required. Must be effective working independently.
Preferred Knowledge, Skills and Experience: Governmental accounting experience is preferred. College-level coursework in accounting is preferred.
Senior Account Clerk I: Requires basic ability to complete Essential Functions 1-16 below.
Senior Account Clerk II - Sales Tax (Range L) In good standing with the Borough may be bumped-up to a Senior Account Clerk Sales Tax Range Lat the discretion of the Department Head once they are able to appropriately and fully complete Essential Functions listed on 17-25 below. Essential Functions Senior Account Clerk I - Sales Tax Responsible for receiving, updating and processing newly registered businesses as well as resale certificate applications, exempt certificate applications and owner-builder certificate applications on a weekly basis. Ensures that all registration applications include proper documentation; ensure that resale/exempt, or owner-builder accounts are in compliance before issuing cards and prepare needed correspondence regarding these applications. Leads the annual renewal process of resale certificates and exempt certificates. Works with other departments within the finance department and contact business owners regarding information verification as necessary. Responsible for the input of group codes and other miscellaneous data into software. Reconciles output with source documents and processes correspondence as needed. Processes adjustments to accounts when necessary. Files any correspondence and other supporting records in change batch for imaging and microfilming. Responsible for complying with numerous monthly deadlines as established and stated in the KPB Sales Tax Code and Policies. Conducts interviews and provides assistance to business owners in person or via telephone, with regard to interpretation of the KPB Sales Tax Code and Policies, filing returns and/or various applications, including explaining ramifications of becoming delinquent and computing applicable penalties, interest, fees and taxes due. Assists owners with filing eligible documents online. Researches overdue sales tax accounts in detail and relays information to owners of businesses. Responds to all correspondence received through the mail and generates needed adjustments and/or further letters to business owners. Must be aware of all changes, potential changes, and their applicability to the KPB Sales Tax Code and Policies in order to provide accurate information to the public. Responds to various sources regarding all aspects of borough sales tax policies, procedures and sales tax code application. Disseminates sales tax information to agencies, business community and other interested parties according to policies. Reviews returned mail and correct the sales tax system addresses and related information when necessary. Required to have a full understanding of the process with the maintaining of the files and records systems for all batches and correspondence for the sales tax division. Assists in preparation of all documents for transfer to records management using an on-line system, compiles logs and prepares batches for microfilming. Files correspondence and other records in change batches for imaging and microfilming. Reviews various publications and verify that businesses are in compliance with the KPB Sales Tax Code and Policies, including contacting unregistered businesses. Assists in the development of methods and forms for improving the sales tax system; assist in processing and reviewing adjustment batches and analyze accounts for expected results. Reconciles the following general ledger accounts: sales tax refund account and sales tax credit account on a monthly basis. Review the sales tax credit report and generate appropriate adjustments or refunds when necessary. Reviews the Scheduler to ensure timely application of the batch process for penalties, interest, and fees on delinquent sales tax accounts. Assists with year-end review of the sales tax calendar in conjunction with the IT Dept. for determining the correct dates of the application of the borough's sales tax missing filings fees, dates for generating the sales tax returns and notices. Assists in the administration and public inquiry of Special Assessment Districts. including billing, assessing penalties, interest and costs, processing correspondence letters and notices, statements, lien release documents and correspondence. Respond to public inquiry including answering questions regarding billing, penalties and costs as they relate to each account or district; provides pay-off information when instructed. Senior Account Clerk II - Sales Tax
Responsible for testing sales tax software releases, identify and monitor software bugs, and evaluate needed changes in standard operating procedures with accounting supervisor. Understands the electronic transaction process and is able to troubleshoot technology issues with the tax payers. Manages the query for failed emails regarding electronic mailings. Understands sales tax code applicable to remote sales, and able to determine physical presence, and identify the reporting agency and taxing jurisdiction. Assists sales tax division staff as needed with processes and analytics of submitted sales tax returns. Generate online payment and weekly reports, file KPB tax returns. Maintain correspondence, attorney interpretations, sales tax ordinance files and various sales tax system generated reports. Attends committee meetings, as requested, regarding sales tax. Update KPB Sales Tax website with applicable code or process changes. Assists in the development of brochures, letters and notices to the general public on matters relating to sales tax or special assessment districts. Assist with the development of training materials and instruction to businesses relating to the matters of the KPB Sales Tax Code and policies. Other Functions
