This position is located in the Metropolitan Police Department (MPD), Homeland Security Branch (HSB), Joint Strategic and Tactical Analysis Command Center (JSTACC), Operational Analysis Branch (OAB). It works in direct support of MPD, HSB, Office of Intelligence (OI). The primary purpose of the position is to collect, analyze, evaluate, disseminate, and provide assessments on homeland security threats and domestic security intelligence.
This Homeland Security Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.
The incumbent will be responsible for the following:
Coordinating intelligence analysis work of major, high-priority cases which are central to agency objectives, coordinate verification of data, and participate in meetings and briefings.
Gathering, researching, analyzing, evaluating, and developing intelligence information to support the Office of Intelligence.
Preparing comprehensive intelligence and threat assessment reports in support of the OI mission.
Extracting and organizing complex statistical data and queries databases for intelligence data and background information based upon identified parameters, retrieving pertinent data in appropriate output format, and disseminating to command staff and other relevant stakeholders.
Reconciling ambiguous and conflicting data and develops methodologies, hypothesis, concepts, and guides to resolve problems in response to operations.
Preparing maps and graphs and applying advanced mapping techniques to provide research, analysis, and other findings in a visual format.
Reviewing, evaluating, and making recommendations regarding computer software and hardware related to intelligence analysis.
Creating presentations and other media materials for briefings to the executive level staff and the Mayor’s Office.
Establishing working relationships with counterparts in local, state and Federal law enforcement agencies for the purpose of exchanging pertinent information and providing free flow of information.
Providing accurate and timely intelligence to need-to-know stakeholders. Represents the branch and MPD authoritatively to key officials and organizations.
Providing administrative support and assistance to the Office of Intelligence for their assigned duties. Draft analytical overview.
Performing other related duties as assigned.
Qualifications Knowledge of MPD, District and Federal laws, regulations, executive orders, directives and agreements which govern the intelligence analysis work to include DC Code § 5‑333.01 (Police Investigations Concerning First Amendment Activities Act of 2004) and 28 CFR Part 23. Knowledge of the roles, responsibilities and programs of MPD and other government agencies involved in the First Amendment activities and threats against government officials.
Knowledge of a wide range of concepts, principles, and practices involving criminological theories and research methodologies; the use of investigative and intelligence gathering systems; information search and retrieval techniques and procedures; and automated intelligence systems.
Knowledge of fact‑finding methods and analysis to conduct complex analysis; extract and summarize information received from the intelligence community and other law enforcement agencies into a single cohesive report; and determine supplemental leads for further research and analysis.
Knowledge of modern investigative and intelligence techniques, methods, and information sources.
Ability to effectively analyze and communicate sound and authoritative recommendations on highly complex and sensitive law enforcement issues/cases.
Knowledge sufficient to serve as recognized technical authority in the intelligence analysis area and to serve as an authoritative MPD representative to outside organizations.
Strong communications skills, sufficient to present information convincingly to audiences including outside agencies and private sector representatives with divergent and conflicting views on issues involved.
Ability and skill to speak and write effectively and analyze criminal intelligence information.
Ability to establish working relationships with representatives of other governmental entities and the general public relating to criminal justice system activities.
Ability to present and preserve evidence.
Ability to develop comprehensive written, accurate, clear and concise reports, and present findings to various audiences.
Ability to interpret oral, written, or technical information and data dealing with complex variables to identify, analyze and produce comprehensive management reports.
Ability to operate a personal computer and to utilize Microsoft Excel, Microsoft Access, and Microsoft PowerPoint as well as ability to utilize other analytical software such as ArcGIS, i2, Analyst Notebook, worldwide internet, and any other relevant resources.
Ability to summarize raw data from MPD data sources such as RMS, CAD, CJIS, COLUMBO, JUSTIS, eAgent WALES/NCIC, Tableau, and COGNOS.
Licensures, Certifications and other requirements N/A.
Education A bachelor’s degree in Criminal Justice, Homeland Security, or related field is preferred.
Work Experience Applicants must have at least one (1) year of specialized experience equivalent to at least the CS‑09 grade level, or its non‑District equivalent, gained from public or private sector. Specialized experience for this position includes, but is not limited to: experience carrying out intelligence analysis responsibilities; analyzing and evaluating complex intelligence data; experience researching, analyzing and interpreting statistical data and information; ability to brief senior management on complex law enforcement issues; comprehensive knowledge of modern intelligence and law enforcement techniques and methods and information sources and ability to establish working relationships with representatives of other organizations.
The work is normally performed in a standard office setting.
Other Significant Factors Promotion Potential: Promotional potential to the grade 12
This position may be considered an Emergency or Essential position. The position is part of a 24/7 operation and is subject to non‑traditional work hours including rotating shifts, shift work, and working weekends and holidays.
A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department.
