is seeking an experienced
Program Manager
to support a federal program providing IT Operations and Maintenance, Infrastructure Protection, Information Assurance, and Software Development Support Services.
The
Program Manager
will provide strategic leadership, governance, and delivery oversight for
Electronic Data Interchange (EDI)
initiatives supporting healthcare and federal programs. This role is responsible for ensuring the successful execution of EDI‑related capabilities, regulatory compliance, and effective cross‑functional coordination among business, technical, and government stakeholders.

Responsibilities
Provide overall
program management leadership
for EDI initiatives, including planning, execution, monitoring, and delivery.
Establish and maintain
program management support services , tailoring project management approaches to meet team, project, and contractual needs.
Oversee
EDI transaction implementations and operations , including X12 healthcare transactions such as 837, 835, 834, 270/271, and 276/277.
Lead
program governance activities , including status reporting, risk and issue management, dependency tracking, and escalation.
Manage and coordinate
cross‑functional teams , including Product Owners, Scrum Masters, Business Analysts, Integration Analysts, and vendors.
Ensure compliance with
HIPAA, data privacy, security regulations , and contractual requirements.
Support
audit, compliance, and reporting activities
as required by the client and contract.
Analyze program and task order management needs and apply
industry best practices , leveraging both traditional and Agile methodologies to deliver effective project management solutions.
Apply knowledge of
federal government planning, programming, budgeting, and resource management processes
to support customer program planning, executive decision briefings, and progress assessments across multiple projects.
Collaborate with stakeholders to define
clear project objectives and requirements , establish priorities, communicate progress and demonstrations, and manage change through regular planning and re‑planning activities.
Develop and maintain
business cases, project charters, and project plans , updating documentation to reflect progress, risks, and changes.
Work closely with cross‑functional teams possessing diverse technical skillsets to ensure successful project delivery; re‑plan and adjust execution based on team velocity and evolving business or user needs.
Track and report
program and project performance metrics
at the task, work package, and project levels.
Develop and maintain
project management dashboards
to provide timely, accurate progress information to project teams and customer leadership.
Identify program risks and devise
clear mitigation strategies , engaging appropriate stakeholders to ensure proactive risk management.
Qualifications
Minimum
10 years of experience
managing
Health IT projects or programs , preferably in federal or healthcare environments.
Demonstrated experience supporting systems and workflows that leverage EDI transactions.
Experience managing
IT infrastructure, application development, and information security initiatives
within a regulated environment.
Proven
client‑facing experience , with the ability to manage customer expectations, communicate effectively, and maintain strong client relationships.
Prior experience managing and/or participating in
integrated delivery teams , including government stakeholders and third‑party vendors.
Strong working knowledge of
project management, performance management, financial oversight, and government procurement processes .
Hands‑on experience applying
Agile project management methodologies , including iterative planning, execution, and delivery.
Ability to coordinate cross‑functional teams to ensure project objectives, scope, schedule, and quality targets are met.
Experience tracking project progress, managing risks and issues, and reporting status to both internal leadership and client stakeholders.
Familiarity with compliance, audit, and documentation requirements supporting federal IT and healthcare programs.
Strong understanding of
EDI standards , healthcare claims processing, and data exchange practices.
Proven ability to communicate effectively with
executive‑level and technical stakeholders .
Education
B.S. in Computer Science or Information Management.
Project / Program Management certification (PMP, PgMP) recommended.
Agile certification (CSM, SAFe Agilist, SAFe Program Manager) recommended.
ITIL v3.
Clearance
The ability to pass a Tier 2/Modest Background Investigation.
Location
Remote, USA.
Pay Range
The pay for this position ranges from $100,730 to $120,500.
The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, and location.
Also, certain positions are eligible for additional forms of compensation, such as bonuses.
