People & Performance Manager Location: Blanchardstown, Dublin 15 (with travel to Maynooth and Kimmage) Salary: €65,000 - €75,000 DOE Contract: Permanent, full-time Reports to: Managing Director About Hibernia Home Care Hibernia Home Care Group is one of Ireland's fastest-growing HSE-funded home support providers, delivering care across Dublin, Kildare, Meath, Louth, and Wicklow. We employ ~280 staff today and are scaling toward 400 across FY26/27. Our purpose: to be the change we want to see in the world of home care - delivering the best for both our carers and clients. We are building an organisation where people management is held to the same standard as clinical care. That is why this role exists. About the Role This is a senior leadership appointment - not an HR administrative function, not a recruitment role, not a compliance bolt-on. The People & Performance Manager sits as a peer to our Operations Managers and reports directly to the Managing Director. You will be the consolidated owner of the employee lifecycle as a system - the standards, cadences, and procedural rigour that determine whether our workforce performs to expectation, retains beyond probation, and operates within the law. Line managers own the substantive decisions about their people. You own the system that holds those decisions to standard. You are the person who refuses to let a PIP drift, who declines to execute a non-compliant decision and proposes a better one, who tells a senior peer their proposed approach won't survive a WRC hearing, and who builds the infrastructure that prevents recurring casework in the first place. What You'll Own The performance management system end-to-end - supervision cadence, appraisals, probation, PIPs, disciplinary process integrity. HR and employee relations casework, including grievances, investigations, hearings, and WRC matters. The contracts framework, staff handbook, and people policies. Retention and turnover performance - target =20% in year one, =15% thereafter. Compliance with Irish employment law across work permits, working time, contracts, and statutory leave. A quarterly internal HR audit cycle plus an annual comprehensive compliance audit. Direct line management of the Recruitment Executives (currently 2, scaling to 3 in time). You will sit on the Senior Management Team, contribute to board-level workforce reporting, and have a genuine voice in shaping how Hibernia grows. What We're Looking For Minimum 5 years in a senior HR, ER, or people-management role in a regulated services environment - healthcare, social care, education, public sector, or multi-site service delivery. Demonstrated experience leading complex disciplinary, grievance, and performance casework through to conclusion, including WRC engagement where applicable. Strong working knowledge of Irish employment law and the WRC Codes of Practice. Experience designing and operating performance management systems at scale. The personal authority to operate without command - leading horizontally and upward, coaching line managers through hard conversations, and holding the standard with calm clarity. A systemic mindset - the leverage of this role is in what stops happening because the system is working. Home care experience is not required and is not preferred. We are looking for procedural depth and senior judgement. Sectoral fluency develops within months. CIPD Member is desirablebut not required.
