Position Summary
Coordinates with the Procurement as a Service Program Manager on providing oversight, execution, and administration of the Procurement as a Service Program in the Chief Procurement Office (CPO). Assists in the development of the departmental objectives and goals to ensure quality program administration and services. Work includes program development, evaluating, and managing the DIR Procurement as a Service Program. Works with the CPO staff to compliance with current laws, regulations, and processes. Assists the Chief Procurement Officer and Deputy Chief Procurement Officer in supporting the agency's operational and strategic plans, goals, and objectives. Performs advanced (senior-level) contract administration work under the leadership, guidance, and supervision of the Deputy Chief Procurement Officer with considerable latitude for exercising initiative, discretion, and independent judgment.
- Coordinates with the Procurement as a Service Program Manager to prepare the scope of the Procurement as a Service Program, requirements, and documentation.
- Oversees or prepares the scope of work, specifications, and conditions for new contracts prepares contracts; leads negotiation strategies; and awards new contracts
- Oversees the operations and activities of monitoring procurement services, including developing and tracking key metrics.
- Oversees and coordinates the processing of contract documents to ensure that management understands and authorizes contract terms, communicating with customer agencies.
- Develops short- and long-term strategies and goals for the administration of assigned contracts.
- Initiates and oversees special studies or surveys to assess customer needs and program outcomes for evaluation; Plans, develops, and conducts presentations.
- Serves as the principal procurement liaison between agency management, contractors, the Legislature, and other customers.
- Performs other work-related duties as assigned.
QualificationsEducation
- Bachelor's degree in business administration, information technology or related field; or degree in general area plus four (4) additional years of procurement or contract management experience; or
- One (1) year of additional related experience may be substituted for each year of formal education (High school diploma or equivalent certificate required).
Experience and Training Required
- Minimum of four (4) years of experience in positions involving Information Technology-related procurement and contracting at levels responsible for overseeing procurement activities and managing compliance with Texas or comparable laws and regulations
- Minimum of four (4) years of experience performing complex contract negotiations
- Experience involving information resources technology procurement
- Experience developing training, including delivering presentations to various groups of individuals related to procurement
Experience and Training Preferred
- Certification as a Certified Texas Contract Developer (CTCD) must be obtained within one-year (1) of employment if not already certified, unless otherwise approved by Supervisor
- Certification as a Certified Texas Contract Manager (CTCM) must be obtained within one-year (1) of employment if not already certified, unless otherwise approved by Supervisor
Knowledge, Skills, and Abilities
- Knowledge of purchasing and procurement methods and procedures, state procurement principles and practices, assigned commodities and products on the open market, supply sources.
- Knowledge of negotiation strategies and techniques; contract administration and cost monitoring for large scope or high-dollar contracts; systems and procedures used to evaluate a third-party vendor's performance; and local, state, and federal laws and regulations relevant to the administration of federal and state funds
- Ability to exercise sound judgement in making critical decisions, to analyze complex information and develop plans, to interpret complex data, to effectively demonstrate negotiation and facilitation skills, to communicate effectively
- Demonstrated ability to establish and maintain services orientation and effective working relationships at all levels; ability to gain and maintain the cooperation and participation of others
- Orientation toward actions and demonstrated ability to effectively plan, implement and manage extensive and varied program activities while supporting DIR's strategic plan and department activities
- Demonstrated ability to work on concurrent tasks while effectively organizing, prioritizing, and coordinating work assignments, and to make effective decisions affecting overall program operations
- Demonstrated ability to develop, and to clearly define and describe complex acquisition procedures and options
- Knowledge of standard terms and conditions of information technology contracts
