Position Overview Under limited supervision, the Project Manager – Intermediate provides technical and project coordination support to the Client. This role is responsible for coordinating and completing hydrogeological projects related to land application systems, groundwater monitoring sites.
The position reviews proposed and existing projects for potential impacts to groundwater, evaluates monitoring data, and reviews permit closure plans. The Project Manager works closely with permitting, enforcement, and technical staff to ensure compliance with state and federal environmental regulations while supporting timely and accurate project completion.
Key Responsibilities / Examples of Work
Utilize SCDES information technology systems, including
ePermitting , to coordinate and complete complex hydrogeological project evaluations and feasibility reviews.
Analyze historical and background groundwater monitoring data for existing and proposed land application sites.
Provide written technical review comments and recommendations to Permit Engineers using established policies and guidance.
Review, initiate, and coordinate complex groundwater monitoring plans and specifications for industrial and domestic wastewater facilities.
Request and incorporate intra-agency technical input as necessary and coordinate tasks with enforcement and permitting personnel.
Maintain groundwater data collection, management, and storage systems.
Ensure accurate and timely updates of assigned project statuses in the groundwater tracking system and ePermitting platform.
Respond to inquiries from the public, industrial representatives, and agricultural stakeholders and coordinate responses with appropriate SCDES personnel.
Prepare project status updates, summaries, and reports for upper management.
Support project tracking, prioritization, and scheduling to meet regulatory deadlines and agency objectives.
Knowledge, Skills, and Abilities
Proficiency with
ePermitting
or an equivalent electronic government permitting system.
Extensive working knowledge of:
Groundwater hydrogeology and geochemistry
Contaminant transport
Hydrogeologic investigation methods
General understanding of environmental regulatory programs as they relate to hydrogeology.
Working knowledge of database management and
geospatial software
applications.
Knowledge of SCDES mission, programs, and regulatory objectives.
Understanding of
project management principles and methodologies .
Ability to plan, organize, and coordinate multiple work assignments.
Ability to interpret and apply environmental laws, rules, and regulations.
Experience preparing technical reports, presentations, and project summaries for leadership.
Knowledge of federal and state groundwater and wastewater permitting and compliance requirements.
Familiarity with state government environmental regulatory policies, procedures, and processes.
Strong written and verbal communication skills.
Required Qualifications
Master’s degree
in hydrology, geology, or geological engineering
and
one (1) year of related professional experience;
OR
Bachelor’s degree
in hydrology, geology, or geological engineering
and
two (2) years of related professional experience.
Completion of
ePermitting Power User training , or demonstrated expertise with ePermitting or a comparable electronic government permitting system.
Preferred Qualifications
Five (5) or more years of experience performing hydrogeological reviews and evaluations for land application and groundwater monitoring sites.
Five (5) or more years of experience managing databases and using geospatial software.
Five (5) or more years of experience with groundwater hydrogeology, geochemistry, contaminant transport, and hydrogeologic investigation techniques.
Demonstrated experience managing multiple concurrent projects, ensuring alignment with organizational goals and regulatory requirements.
Proven ability to deliver accurate and timely project performance reporting to support data-driven decision-making.
Strong interpersonal, written, and verbal communication skills.
Ability to work effectively with diverse internal and external stakeholders, including regulators, engineers, scientists, and the public.
Strong organizational skills with the ability to prioritize tasks and meet schedules and deadlines.
