Lead Quality Assurance, Development and Automation Architect (Data)
Classification: Information Technology Specialist III (ITS III)
Salary: $9,507.00 - $12,740.00 per month
Location: State Water Resources Control Board, 1001 I Street 8th Floor, Sacramento, CA 95814. Hybrid telework schedule: four days in office, one day telework.
Key Responsibilities
Provide timely, courteous customer service to internal and external stakeholders.
Collaborate with IT staff, technical services, and project initiatives to implement the IT vision and strategic direction.
Lead technical development and implementation of new, mission-critical IT projects within the Special Projects Branch.
Design, develop, test, implement, and support IT solutions across the full development lifecycle.
Capture business requirements for smaller projects and map them to appropriate technical solutions.
Build and govern an ecosystem of tools—including low and no-code solutions—to enable program partners to solve technology problems independently.
Ensure alignment with the State and Regional Water Boards’ Strategic Plan and comply with all quality assurance and testing standards.
Minimum Qualifications
Integrity, initiative, dependability, and good judgment.
Ability to work cooperatively with others and to perform assigned duties reliably.
Current, valid driver’s license if the position requires driving.
Strong written and verbal communication skills.
Desirable Qualifications
Strong understanding of technology innovation and its application to business programs.
Customer-focused with ability to build high-level stakeholder relationships.
Expertise in data architecture frameworks, data warehouse design, and analytics/visualization tools.
Experience with cloud-based architecture, Agile or Waterfall methodologies, and test automation tools.
Leadership, mentoring, and communication skills to drive technical innovation and modernization.
Experience presenting to management and executive staff.
Statement of Qualifications Applicants must submit a Statement of Qualifications: typed, maximum four pages, Arial 11, normal margins. The SOQ should address the following topics:
Architecting scalable, cloud-based enterprise data warehouse solutions and handling structured/unstructured data.
Most innovative solution developed, its success, and business outcomes.
Use of low/no-code platforms (e.g., Microsoft Dataverse, Power BI) within a data strategy.
Experience with quality assurance/testing for data quality and integrity, including unit, regression, and UAT.
Proposal to democratize data tools such as machine learning and generative AI for business staff, risks, and benefits.
