Health System Specialist (GHATP Trainee) This position is located in White River Junction, VT. The position serves as a Health System Specialist (GHATP Trainee) within a one year (12 Months) formalized national training program. The GHATP training program is designed so that the position acquires the knowledge, skills, abilities and competencies necessary to assume progressively more complex responsibilities and assist the Office of the Medical Center Director in successfully meeting its mission and strategic goals. The position will develop an individual development plan (IDP) and receive recurring progress reviews by the supervisor. Duties include but may not be limited to the following:
Utilizes data and reporting tools to develop health-planning strategies impacting the operations of medical centers, network of offices, and/or VHACO program offices. Analyzes data trends in budget and fiscal operations supporting the preparation and execution of budget and committee meetings. Researches laws, regulations, and policies related to budget and fiscal management displaying knowledge of VA health care system operations. Participates in project teams in lead or support roles identifying and improving operational processes impacting services of the VA health care system. Displays knowledge of VA priorities and mission statements to recommend improvements to policy and procedures related to budget and administrative operations. Observes, analyzes, and reports under professional service direction the areas of discipline, rewards and recognition, reassignment, staff adjustments and realignments, labor/management relationships, affirmative employment, and alternative dispute resolutions and grievances to understand processes for conducting projects and studies. Performs rotations and on-site visits to make recommendations to the issues and opportunities present at the Network and other VA/VHA facilities and program offices. Analyzes org charts, policies, VERA and SAIL data to represent the facility/Network, and program office priorities during resource allocation committee meetings. Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11. Work Schedule : Full time, Monday through Friday 8:00 a.m. - 4:30 p.m. Telework : Not Available Virtual: This is not a virtual position. This position is in the Competitive Service. Current and former Federal employees may submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is an AFGE Bargaining Unit position. This position is covered by locality-based comparability pay. The incumbent may be required to travel to other White River Junction VA Healthcare System campuses and CBOC's. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment.
