Under general supervision, to perform a variety of journey-level professional and technical duties in support of computer systems; to serve as a project lead in the installation of new automated technology; to install, update and maintain both hardware and software systems; to troubleshoot and resolve computer system malfunctions; to participate in developing bid specifications and other purchasing activities related to computer acquisitions; and to perform a variety of duties relative to assigned areas of responsibility. Provides user support to departmental employees operating City computer programs, peripherals, hardware, software and network systems; ensures that all equipment and applications are functioning properly by effecting changes and repairs; develops reliable and automated distribution systems to sustain system security. Provides support to departmental information systems requirements; evaluates needs; conducts cost/benefit analyses; makes recommendations on hardware or software to meet business and operational needs; serves as a project lead in developing and implementing new technology. Oversees the operations of departmental computer networks; troubleshoots network problems; maintains network security; maintains file servers; participates as a network administrator; contacts vendor as needed. Provides professional assistance in purchasing and acquiring computer equipment and software; participates in the development of bid specifications. Participates in the development and administration of automation project budgets; estimates time, materials, and equipment required for jobs assigned; requisition materials as required; implements budgetary adjustments as appropriate and necessary. Installs computer software and hardware at assigned locations; ensures that all equipment and applications are functioning properly; performs computer backups as required. Provides assistance in developing and implementing systems and standards for database design, backup and recovery; performs programming and systems analysis. Prepares, maintains, and updates program and system documentation including logs, records, technical manuals and operation procedures. Work with other positions in the department to learn the day-to-day operation of all systems. Respond to user inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner. Perform related duties and responsibilities as required.
Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three (3) years of information technology experience in the installation of new automated technology, including both hardware and software systems; maintaining, troubleshooting and resolving highly technical computer systems; and programming and analysis experience.
Training:
Bachelor's Degree in Computer Science, Information Technology, Network Administration or a related field, or any combination of education and experience that provides equivalent knowledge, skills, abilities. Certification in Network Administration and Software Engineering is highly desirable.
Licenses and Certifications:
Possession of a State of California driver's license and the ability to maintain insurability under the City's vehicle insurance program.
Knowledge of: Operations, services and activities of an information technology program. Operational characteristics of computer systems. Principles and practices of programming and systems analysis. Modern and complex computer hardware and software including network servers. Methods and techniques of computer programming in a variety of languages. Methods and techniques of troubleshooting and diagnosing computer system and network malfunctions. Methods and techniques of developing and maintaining technical manuals. Principles and practices of computer systems design and maintenance. Principles and practices of network administration. Recent developments, current literature and information related to information technology. Cabling protocols, hardware, and software. Technical specifications, standard performance, and possible configuration options for all common components and peripherals. Distributed database installation, structuring, maintenance, and troubleshooting. Basic scripting, as well as desktop publishing or user interface design. Perform a variety of highly technical duties in support of information technology programs. Troubleshoot computer malfunctions. Evaluate hardware and software requirements. Implement hardware and software changes and enhancements. Install, configure, troubleshoot, maintain, and/or repair hardware and software problems. Selection Process: Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.
Veterans Preference Credit Eligibility: Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. RETIREMENT The California Public Employees' Pension Reform Act (PEPRA), which took effect in January 2013, changes the way CalPERS retirement and health benefits are applied, and places compensation limits on members. The greatest impact is felt by new CalPERS members.
As defined by the PEPRA, a new member includes:
-A member who joined CalPERS prior to January 1, 2013, who, on or after January 1, 2013, is hired by a different CalPERS employer following a break in service of more than six months.
-A new hire who joined CalPERS for the first time on or after January 1, 2013, and who has no prior membership in another California public retirement system.
-A new hire who joins CalPERS for the first time on or after January 1, 2013, and who was a member of another California public retirement system prior to that date, but who is not subject to reciprocity upon joining CalPERS.
All members who don't fall into the definitions above are considered classic members. Classic members will retain the existing benefit enrollment levels for future service with the same employer.
PERS Retirement Employee Share: 8% (Pre-Tax).
EDUCATIONAL INCENTIVE Mid-Management employees with Masters' degrees will receive a 7.5% pay increase. The increase in pay only applies if the employee has a degree higher than required for the position.
CAFETERIA PLAN The City's Contribution to the Cafeteria Plan to go towards the employee's contributions for health, vision, and dental insurance premiums will be one thousand nine hundred fifty dollars ($1,950) per month. Employees hired on or after 11/14/2018 shall be provided one thousand nine hundred fifty dollars ($1,950) per month, but there shall be no cash back to employee for any amount not used. Opt out for new hire employees (on or after 11/14/2018) shall be limited to a $200 per month for not electing City medical insurance.
LIFE INSURANCE provides a $150,000 double indemnity policy for employee plus dependent coverage ($10,000 for spouse and $5,000 dependent children).
ADMINISTRATIVE LEAVE: 120 hours of administrative leave per fiscal year.
MERIT RAISES may be received in the form of salary increases six times within five years with the attainment of satisfactory work performance.
BILINGUAL PAY is paid to employees who successfully pass the bilingual proficiency examination for Spanish $100 per period.
VACATION is accumulated per pay period. See MOU for additional information.
SICK LEAVE is accumulated at the rate of one day per month with no maximum amount of accumulation.
SPORTS CENTER Employees, employees' spouses, retirees, and retirees' spouses shall be allowed free use of the Rialto Fitness Center during normal operating hours as long as the City has managerial control of the facility. Employees, employees' spouses, retirees, and retirees' spouses shall adhere to the same regulations regarding reservations and the use and care of the facilities as the general public.
DEFERRED COMPENSATION The City shall pay $550 per month toward deferred compensation plan.
LONGEVITY Longevity Pay for City of Rialto service (5-9 years: 3%; 10+ years: 6%).
