Purpose of the Role The key remit of this role is to define, develop and monitor coherent departmental strategic business objectives that support the delivery of optimum healthcare service provision and service initiatives, which meet the highest professional standards.There are 3 core elements to the role: Strategic Operational Business Intelligence Department/Directorate All clinical Departments/Directorates/Units Reports to: Key Direct Reports HIPE Department Clinical Data Validation Midwife.

Key Duties and Responsibilities Support developing strategic business plans and Business Cases for all department in accordance with The Rotunda Hospital Strategic Plan and service targets for the year Establish and set performance indicators and measurement targets for clinical departments in conjunction with the EMT and Clinical Head of Department.
Support the departmental teams with sufficient analysis of clinical activity/drivers and performance KPIs to enable delivery of strategic goals on time and within budgetary and resource constraints To work with the Clinical Director/ Clinical Leads to develop a strategic approach to patient centred access in line with national performance targets.
To ensure that Senior Executive/Clinical Director are fully supported in monitoring and reporting performance under the Service Agreement with the HSE which aligns with the strategic service and operational plans in The Rotunda.
Support relevant Senior Executive, and external organisations to develop and progress the implementation of business plans to improve patient care and access.
To analyse data to adopt and maintain evidence based approach to the management of scheduled and unscheduled care.
To develop and progress opportunities to develop and expand clinical services to address the needs of the The Rotunda population in the context of Dublin & North East Region.
Participate in the development, implementation and evaluation of performance improvement initiatives and business intelligence.
Undertake business analysis on a daily, weekly and monthly basis on performance for internal and external reports.
Support the Senior Executive Team with the development of annual service and operational plans to ensure compliance with the Service Arrangement.
Liaison with IHA Dublin North City and West, HSE, NCSS, DOH and other key stakeholders in progressing Rotunda Hospital initiatives.
Support the implementation of national initiatives designed to drive the HSE reform agenda.
Develop appropriate communications arrangements with key internal and external stakeholders.
To communicate relevant information and business intelligence to Senior Executive Management, Clinicians, Healthcare Professionals and other staff internally and externally as appropriate.
To develop and maintain effective partnership working with external organisations and other stakeholders as appropriate.
Work closely with the Clinical Director and Clinical teams in determining information needs and ensuring appropriate timely data collection mechanisms are established to support capacity and demand analysis.
Audit and reconciliationof all activity statistics to ensure the key service deliverables are achieved within the prescribed time frame To devise co-ordinate and lead on a unified & consistent approach to reporting on all hospital activity data.
To be responsible for the production, validation, verification and distribution of all activity statistical information Ensuring all reporting sytems within the hospital are validated for reporting purposes.
To continuously work with Clinical Staff to evaluate, improve, implement and monitor current coding practices in HIPE.
To produce comprehensive activity statistical reports and business intelligence for the Executive Management Team, Board of Governors and Board sub-committees and Internal Departments that enable good business planning and service delivery development.
Support the production of the Clinical Report by providing available data from IPIMS/HIPE AND MNCMS Liaise with Clinical Data Validation Midwifeto validate clinical activity data To be responsible for returning all activity reports to the HSE e.g.
MDRs, Health Stat, Bed Closures, Service developments and any other activity report requests within agreed timeframes.
To ensure all Hospital activity is coded to the highest standard and returned on a timely basis.
Lead for hospital on all audits of HIPE data and coding Ensure relevant staff are provided with appropriate training/education To prepare reports for the Clinical Director on the Consultant Contract Public/Private mix and to make the relevant returns to the HSE on the direction of the Clinical Director/Master/General Manager Assist Clinical Audit by producing relevant data from HIPE/MNCMS To continuously work with Clinical Staff to ensure that all unique procedures and services are captured and notified to the HSE.
Eligibility Criteria Qualifications and/ or experience Professional Qualifications: Hold a relevant third-level qualification (usually Level 6 or higher on the National Framework of Qualifications).
Management Experience: Have significant senior management experience, often requiring at least 3 to 5 years in a managerial role.
Key Skills: Demonstrate competencies in leadership, change management, decision making, and strategic planning.
Strong working knowledge of Hospital Systems and Business Intelligence tools IPIMS/HIPE/Reporting systems e.g.
Cyrstal, MS Excel, Word, PowerPoint Excellent report writing and communication skills with technical ability to present data in a timely and professional manner Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
Health A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Character Each candidate for and any person holding the office must be of good character.
