Job Summary The IT Project Manager provides innovation, integration, architecture, and project-management support to Headquarters Air Combat Command (ACC), including ACC/A25 ISR Systems and Capabilities Division and associated ACC/A2 organizations. The position supports ACC, Air Force Life Cycle Management Center (AFLCMC), and subordinate organizations with tracking, integrating, evaluating, and modernizing existing and emerging technologies across the Theater Air Control System (TACS), Processing, Exploitation, and Dissemination (PED), analysis, targeting, and broader Intelligence, Surveillance, and Reconnaissance (ISR) enterprises. The employee applies knowledge of system integration, ISR platforms, secure intelligence information systems, and project-management processes to develop multi-discipline ISR architectural products and services; identify promising technologies and non-material solutions; establish research, development, and modernization tasks; and support schedules, test plans, exercises, experimentation, training, and certification activities. A primary area of responsibility includes support to the Air Force Sensitive Compartmented Information (AFSCI) Enterprise through development of enterprise architecture products, Concepts of Operations (CONOPS), governance policies, service-delivery guides, ServiceNow governance documentation, cross-domain solution documentation, and related technical or operational publications.
Essential Functions
Support the drafting, review, editing, coordination, staffing, tracking, and revision of intelligence policy, doctrine, TTPs, CONOPS, and guidance documents related to ACC-assigned and Air Force capabilities, systems, and functional areas.
Review, assess, and provide recommendations on Joint, Service, and Intelligence Community policy and doctrine to ensure alignment with USAF intelligence interests, operational requirements, force development, training, standardization, and evaluation priorities.
Participate in and support policy, doctrine, and TTP working groups, forums, and coordination events that assist ACC in advocating, planning, implementing, and sustaining MAJCOM, CAF, USAF, and Joint intelligence capabilities across C-NAFs, AOCs, TACS, and subordinate units.
Identify, monitor, evaluate, advise, and assist ACC A2X on which emerging multi-discipline ISR technologies and non-material solutions are likely to meet warfighter tasks.
Evaluate and assist in developing training and certification materials for common Intelligence systems.
Monitor compliance with prescribed regulations and instructions regarding analysis of alternatives, material and non-material solution modeling and simulation, and cost analyses.
Analyze technological inadequacies and/or deficiencies that affect the multi-discipline ISR capabilities to fulfill operational mission objectives and programmatic goals.
Assist in contributing to and maintaining tasks, databases, and architectural archives.
Support configuration baseline management efforts and forums that identify and codify Command ISR gaps and tasks.
Track, validate, and satisfy ISR tasks and RFIs while managing project-associated databases and activities for multiple Command echelons.
Assist in developing empirical and qualitative assessments for ACC decision-makers regarding technology and procedural impacts to current and programmed ISR systems, sub-components, TTPs, and organizational structures.
Participate in Joint C4ISR experimentation, tests, operational exercises, innovation events, and system development and integration activities and conduct multi-discipline ISR functional activities using one or more current IC and DoD component standard ISR tools and applications.
Support and assist units and NAFs performing exercises and experiments across the TACS and AFTE to ensure training meets proper standards and identifies training gaps.
Position Requirements Knowledge Skills and Experience
Active TS/SCI government security clearance.
4 years' experience.
Previous experience managing IT projects, preferably in an ISR or similar environment.
Ability to communicate effectively with team members, stakeholders, and clients, both verbally and in writing.
Ability to identify issues, analyze them, and develop solutions to address them.
Education
Bachelor's Degree.
