*1. POSITION OVERVIEW*
*Job Description: *
The Inside Plant Network Engineer II provides critical oversight in vetting the accuracy, integrity, and consistency of network designs in an assigned district This role establishes operational cohesion by working collaboratively with GSN, CDT, Caltrans, and contracted partners. Daily responsibilities include monitoring, Quality Assurance and Quality Control (QA/QC), mitigation, tracking, and reporting of network designs from initial rack and equipment installations through turn-up and operational phases.
*2. KEY RESPONSIBILITIES*
*Strategic Planning & Collaboration*
● Collaborate with Golden State Net management team in the development and implementation of the State of California’s strategy, initiatives, and goals to build an open access network.
● Ensure day-to-day network activities and policies align with product, engineering, and the state's goals of providing broadband to all unserved and underserved communities. Support leadership in developing jurisdictional permitting processes, strategies, and approvals.
*Operations, Maintenance & Oversight*
● Provide oversight and management of the CMMBI O&M Hub Site maintenance.
● Lead the planning, design, installation, and maintenance of inside plant telecommunications equipment and systems.
● Oversee infrastructure upgrades, network expansions, and service migrations while minimizing customer impact.
● Coordinate with outside plant (OSP), field services, and the Network Operations Center (NOC) to align operations and support service delivery.
● Monitor system performance, conduct root-cause analysis for outages, and implement corrective actions.
*Policy, Compliance & Documentation*
* Develop guidelines and policies for network augmentations, repairs, and preventative hardware maintenance in collaboration with engineering and the California Department of Technology (CDT).
* Ensure strict compliance with industry standards, local codes, and company safety policies (including NEC, OSHA, and BICSI).
* Maintain current, meticulous documentation including floor plans, rack elevations, cable records, and as-built drawings.
* Ensure all equipment is labeled, documented, and maintained according to industry best practices.
*Engineering Coordination & Risk Management*
* Oversee fiber, copper, and coaxial cabling, alongside network hardware and power infrastructure systems).
* Review network designs for cost efficiency and proactively suggest alternative, cost-saving alternatives).
* Advise on design considerations affecting safety, engineering practices, or long-term operational efficiency
* Ensure overall design continuity between adjacent districts and manage engineering escalations.
* Track, monitor, and report on network deliverables, milestones, progress, and deployment risks.
*3. PROFESSIONAL QUALIFICATIONS*
*Technical Experience*
* *Total Experience:* 5+ years of experience in telecommunications infrastructure.
* *Leadership:* 2+ years in a responsible, decision-making engineering position.
* *Inside Plant Systems:* Strong technical knowledge of fiber/copper cabling, transport/switching equipment (routers, switches, muxes), DC power systems, battery backups, HVAC, and fire suppression.
* *Routing & Protocols:* Familiarity with the fundamentals of IP routing, switching, BGP, DNS, and IP address management).
* *Hands-on Skills:* Recent experience troubleshooting router connectivity and using a router CLI to provision IP/Ethernet services.
* *Data Center Infrastructure:* Familiarity with provisioning fiber-based circuits (patches, cross-connects, risers, and backhaul).
* *Standards & Systems:* Working knowledge of TIA/EIA, BICSI, NEC, OSHA standards, and GIS-based fiber management systems.
*Core Competencies*
* Ability to interpret complex technical documents and map out Layer Two/Layer Three network logic model.
* Strong project management and organization skills across multiple, concurrent.
* Excellent problem-solving skills with the ability to focus on salient facts to resolve complex errors.
* Proven capability to successfully navigate ambiguous technical data and limited direction.
* Strong written, verbal, interpersonal, and technical presentation communication skills.
*Requirements*
* Knowledge of regional permitting requirements within the state of California.
* Valid driver's license for travel across the assigned district.
* Flexibility to work extended hours as project timelines demand.

Pay: $105,000.00 per year
