Under general supervision from the Finance and HR Director, performs a variety of comprehensive HR functions in support of the South Carolina Honors College (SCHC). Ensure operational accuracy and efficiency by initiating, managing and monitoring assigned and delegated HR activities. All work adheres to USCHR polices, State of SC HR regulations and applicable federal HR law and regulations specific to higher education.

Requires a bachelor's degree in a job related field and 2 or more years of job related experience, which may be substituted by an equivalent combination of job related certification, training, education, and/or experience.

Knowledge and understanding of USCHR polices, State of SC HR regulations and applicable federal HR law and regulations specific to higher education. Prior experience in cross-functional HR program management.

Applicants must have the ability to function in a fast-paced, team-oriented environment. The successful candidate will be well organized, have excellent written and oral communication skills, and be able to deal diplomatically with various constituent groups. Strong analytical skills and the ability to interpret information accurately are critical. Ability to handle data with confidentiality and manage multiple assignments simultaneously. Knowledge of state and federal laws and regulations related to human resources. Able to analyze requests to determine compliance with policies, procedures, and regulations.

Manages Employee Performance Management System (EPMS) process to ensure 100% timely completion for plans and reviews. After the EPMS review date, compiles relevant data for leadership to make compensation decisions. Advises on other compensation related actions for staff. Initiates and approves staff compensation actions based on documented need from SCHC leadership. Communicates with SCHC leadership when compensation actions are completed, so supervisors can notify staff. Partners with SCHC leadership on any needed position description modifications. Supports other human resource activities of the dean's office as needed.

Partners with employees to provide direct service to resolve a variety of employee issues, including but not limited to payroll, time and labor, and benefits. Coordinates routine Employee Relations issues in conjunction with SCHC leadership. Responsibilities include but are not limited to: coaching for improved performance, drafting written reprimands, drafting performance improvement plans and substandard performance letters. Maintains applicable documentation and ensures open communication with and elevates situations to the ER team as applicable. Coordinates and approved all status changes for separations, retirements, professional leave, and leave of absences. Facilitates all six-month employee interviews. Coordinates telecommuting and flexible schedule requests. Escalates moderate to high level issues to HR staff as needed.

Manages and performs all aspects of staff searches, which is a very visible duty in the College. Posts positions on People Admin and external job websites. Communicates postings to SCHC leadership and staff. Assembles search committee. Manages the itineraries and scheduling processes, secure parking, flight reservations and lodging if required, and communicates schedules to dean, search committees, and staff for candidate interviews. Sends calendar invites, shares candidate materials and itineraries, and serves as facilitator for search committee meetings for each search. Serves as the contact for candidates and as escort for candidates during interviews. In conjunction with SCHC leadership, initiates pay evaluator tool, confers with SCHC leadership on recommended salary and processes the hire.

Manages all aspects of hiring duals, adjunct faculty, Faculty Fellows, and summer teaching hires each semester. Posts jobs on People Admin, calculates summer compensation, retains credentials, manages offer letters and onboarding activities.

Manages all aspects of hiring student workers for a subset of college accounts and programs. Personally completes the I-9 process for each student. Ensures students are hired using the correct accounting codes and hourly rates. Clearly communicates student status with requesting SCHC employees.
