Position Description

Leads the Field Safety Operations program for the Occupational Safety Division. Responsible for providing on-site assistance and technical expertise to Districts and Divisions regarding Occupational Safety within Work Zones, Construction sites and specialized operations throughout the State. Includes collaborative work to support the delivery of Worker's Compensation, Tort, Auto Liability claims and Safety Programs. Reports to the Occupational Safety Division Director. Manages a group of professional and technical employees. Work requires contact with regulatory agencies, governmental officials, and private entities

Essential Duties:

• Acts in an advisory capacity to the Workers' Compensation and Torts Claims Sections.
• Assists with claims/lawsuits and reviews proposed settlement agreements.
• Consults with divisions, districts, and other entities on matters regarding leadership, Hazardous Communication Materials and industrial hygiene.
• Oversees the Department's Incident Prevention Management Program.
• Prepares budget estimates.
• Prepares statistical reports and conducts operations analyses.
• Represents the division in planning and negotiations with governmental authorities and delivers speeches.
• Reviews and analyzes proposed legislation that may affect Department operations and prepares directives for implementation.
• Consults with Division, Districts and other entities regarding safety leadership, work zone safety, vehicle/equipment safety and claims.
• Conducts operational analysis and hazard assessments in the field.
• Investigaes injuries and incidents to determine cause and develop preventable actions.
• Performs other job responsibilities as assigned.

Minimum Qualifications:

• Education: Bachelor's Degree in Industrial Safety, Industrial Technology, Industrial Engineering or Business Management. Relevant work experience may be substituted for degree on a year per year basis.
• Experience: 5 years management of hazardous materials and waste; industrial hygiene, industrial safety methods or training. Experience can be satisfied by full time or prorated part time equivalent. Related graduate level education may be substituted for experience on a year per year basis.
• Must have 3 years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
• Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle. Must have completed OSHA 500 Trainer Course in Construction and OSHA 501 Trainer Course in Occupational Safety and Health Standards for General Industry. Must have one of the following professional safety designations: (1) Advanced Safety Certificate (ASC); (2) General Industry/Construction Industry Outreach Instructor or Certified Safety and Health Official (CSHO); (3) Occupational Health and Safety Technologist (OHST) or Associate Safety Professional (ASP) or Certified Safety Professional (CSP) or (4) equivalent training or certification as determined by the Occupational Safety Division (OCC).

Preferred Qualifications:

• Experience in Risk Management in Occupational Safety in General Industry and/or Construction and Driver Improvement Programs.

Physical Requirements and Working Conditions:

• Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs

• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

Conditions of Employment:

Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. Please note that the Department of Transportation's Drug and Alcohol Testing Regulation 49 CFR Part 40, at 40.151(e) does not authorize "medical marijuana" under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
