The Role Improving Energy Efficiency across the public sector in Ireland is essential.
Targets for public bodies are now governed by Irelands legally binding commitments under the Climate Action and Low Carbon Development (Amendment) Act 2021 and the most recent Climate Action Plans 2024 and 2025.
These plans set out Irelands pathway to achieving a climate-neutral economy by 2050, while delivering a 51% reduction in greenhouse gas emissions and a 50% improvement in public-sector energy efficiency by 2030.
As part of these national obligations, public bodies are required to monitor and report their annual energy performance.
SDCC, as a signatory to the Climate Action Charter for Local Authorities and in accordance with its statutory responsibilities under the Climate Action Plan 20242029, has commitment to achieving: 50% improvement in the Councils energy efficiency by 2030 51% reduction in greenhouse gas emissions by 2030 The development of a climate-resilient region Ongoing community engagement and leadership in climate action These targets align with national objectives and the requirements of the Climate (Amendment) Act 2021.
The SDCC Climate Action Plan 20242029 defines how SDCC is delivering these targets and continuously improves its energy efficiency profile and reduces greenhouse gas emissions associated with its own buildings and operations, while making the functional area more adaptive to the impacts of future climate change.
Additionally, SDCC continues to participate in the EU Covenant of Mayors for Climate and Energy, reinforcing its voluntary commitment to reducing greenhouse gas emissions by 2030 and strengthening regional climate resilience.
This aligns with broader EU efforts to deliver climate neutrality, as reflected in Irelands obligations under EU climate legislation and its updated National Energy and Climate Plan (NECP).
The role of the Assistant Energy Manager is to work as part of Climate Action Team and the Energy Management Team in SDCC, working closely with the Energy Officer, with the overall goal to achieve the required improvements in energy efficiency, and reductions in energy consumption and greenhouse gas emissions.
To achieve this, the council is in the process of applying for ISO 50001 Energy Management System accreditation.
The Assistant Energy Manager is a critical member of the team required to achieve and manage the accreditation and ensure all energy data for the organisation is collated and reported on to meet statutory compliance.
The Assistant Energy Manager will work with all council departments to help identify and deliver future opportunities for ongoing improvements in energy management across the organisation.
They will provide support to the regular Energy Management Team meetings, consisting of department representatives who are deemed Significant Energy Users.
The Energy Management Team, led by the Energy Officer, will: Report organisational energy usage Review best practice Review changes in legislation Develop guidance, awareness and training Provide relevant data to assist in the SEAI M&R reporting Develop a register of opportunities for the council to implement energy saving projects of varying scale and complexity across the organisation The role will include delivering on the energy commitments in the Local Authority Climate Action Charter, and any other relevant agreements that SDCC may commit to.
The long-term objective will be to set a path to net zero carbon for the County Council.
The Assistant Energy Manager will be responsible for a range of projects and initiatives to advance the Councils objectives for energy efficiency and emission reduction.
Overall, the Assistant Energy Manager is a key member of council staff who will help identify, develop and deliver decisive actions to halve SDCC greenhouse gas emissions by 2030 and reach net zero by no later than 2050.
The office is wholetime, permanent and pensionable.
A panel will be formed to fill permanent and temporary vacancies.
Persons employed will be required to work in any location within the South Dublin administrative area.

Qualifications Character Candidates will be of good character.
Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Essential Education, Training and Experience Candidates shall on the latest date for receipt of completed applications meet the following requirements: Hold at least an ordinary bachelors degree (at least level 7 on the National Framework of Qualifications (NFQ)) in energy systems engineering, energy management, sustainable energy engineering, building services engineering or a related discipline relevant to the post; OR Hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ)) AND a post-graduate masters degree (level 9 on the National Framework of Qualifications (NFQ)) in energy systems engineering, energy management, sustainable energy engineering, building services engineering or a related discipline relevant to the post.

Duties Duties will include, but are not limited to: Work with the Energy Management Team of the local authority to deliver on energy/emission targets and objectives Lead in the development and implementation of ISO 50001 Energy Management System, including: Convening energy dedicated meetings and workshops with Significant Energy Users (SEU) owners in each of the relevant local authority departments Generating energy performance reports for SEUs in line with ISO 50001 requirements Identifying energy and emission saving projects that can be evaluated by the energy team and incorporated into the Energy & Emission Investment Strategy Monitor and Report on requirements for the local authority, which involves: Management/Maintenance of M&R database for SEAI (MPRNs, GPRNs, Unmetered Public Lighting, Fleet fuel, other machine fuels etc.) Supporting local authority departments in collecting and sorting of all data annually to meet monitoring and reporting requirements Annual Monitoring & Reporting to SEAI & data verification Identification of potential energy efficiency projects on an ongoing basis Mentor local authority departments in ensuring all energy/emission statutory obligations of the local authority are met; M&R, DECs, NDBERs, Building Audits, Organisational Audit, including: Assist in the generation of DECs (Display Energy Certificates) for public buildings Supporting the local authority in priorities and addressing the gaps in meeting their energy/emission statutory obligations Assist and/or support the procurement of services to carry out feasibility studies and energy audits of local authority facilities Assist in the implementation of energy efficiency and emission reduction measures across the local authority, including: Investigating and identifying potential solutions to data gaps in developing evidence-based analyses Supporting the local authority departments to implement and/or procure energy audits Energy/emission project design, specification and implementation Help identify and develop EU and national level funding applications for energy/emission planning research and projects Manage the Energy Management Tool including data inputs, monitoring and reporting Support the Energy Officer, the Energy Management Team and the Climate Action Office of the local authority to meet implementation and reporting commitments of the Covenant of Mayors and the delivery of energy, emission reductions and climate actions of the Local Authority Climate Action Plan Undertake any other duties as may be required to support the implementation of the local authoritys agenda on energy efficiency and emission reduction Build effective relationships with the 4 DLAs Energy Officers to help integrate and embed energy and emission reduction across the region Work constructively as part of and within the governance arrangements established for the 4 DLAs Work collaboratively with the 4 DLAs, CODEMA, SEAI, Energy Agencies and other relevant partners to define, develop and implement aggregated projects of scale across the region and innovative solutions to deliver meaningful energy efficiencies and emission reductions Build and maintain senior level stakeholder relationships across the region with other public and private bodies and relevant networks, associations and service providers to support the objectives of the Energy Unit These duties are indicative rather than exhaustive and are carried out under general guidance.
