Information Technology Analyst 1 (40 Hour)

Full time, 40 hours per week. Location: 231 Capital Avenue, Hartford, CT (hybrid with telework eligibility).
Responsibilities
Maintain, secure, and support core systems and existing applications critical to daily operations.
Develop, customize, and maintain applications that improve operational efficiency and constituent services.
Support modernization efforts, including implementing cloud‑based tools, low‑code platforms, and improved digital workflows.
Support websites, portals, mobile applications, and digital submission systems that enable constituent access and engagement.
Ensure accessibility, reliability, and consistency of online information and digital services.
Assist with project implementations, platform migrations, system enhancements, and new technology rollouts.
Troubleshoot application issues and collaborate with technical teams to resolve problems quickly and effectively.
Maintain documentation, system configurations, and support procedures.
Key Duties
Respond to calls, email, and personnel requests for technical support.
Track status of all problems and monitor open problems.
Resolve simple to moderate hardware and software problems.
Act as liaison between technical staff, users, and vendors regarding Help Desk and service requests.
Diagnose and resolve PC and simple software problems using diagnostic tools.
Rebuild PCs, reconfigure user settings, and install new software releases.
Coordinate installation and maintenance of network components and PC hardware/software.
Provide first‑level support for network connectivity issues.
Assist with diagnosis and resolution of simple network problems and configuration of network components.
Assist with implementation of network/system upgrades and enhancements.
Prepare computer programs, customize software applications, and maintain existing programs.
Debug and correct errors, perform system tests, and document system changes.
Participate in project planning sessions and analyze requirements.
Perform technical functions in documentation control, production scheduling, and systems software.
Knowledge, Skills, and Abilities
Knowledge of data control functions, IT equipment, diagnostic tools, programming principles, operating systems, network environments, and systems analysis.
Technical problem‑solving skills, logic, and analytical skills.
Interpersonal, oral, and written communication skills.
Ability to install and maintain microcomputer hardware, software, and network components.
Ability to prepare and maintain records, logs, reports, documentation, and manuals.
Ability to write, test, and debug computer programs; use programming development tools; identify, analyze, and resolve simple business and technical problems.
Minimum Qualifications – General Experience Five (5) years of experience in information technology (IT) operations support, programming, or another IT related support area.
Minimum Qualifications – Special Experience Two (2) years of the General Experience performed basic technical support work in one or more of the following areas: help desk functions; installing and maintaining basic computer hardware and software; data communications, microcomputer support, production control or programming; performing any closely related basic technical support function. For state employees, this is interpreted at the level of an Information Technology Technician.
Minimum Qualifications – Substitutions Allowed
College training in management information systems, computer science, or information technology related area may be substituted for the General Experience on a basis of fifteen (15) semester hours equal to one‑half (½) year of experience, up to a maximum of four (4) years for a Bachelor’s degree.
A Master’s degree in management information systems, computer science, or electrical engineering may be substituted for the General and Special Experience.
For state employees, two (2) years as an Information Technology Technician may be substituted for the General and Special Experience.
Successful completion of an Information Technology Analyst Trainee program approved by DAS may be substituted for the General and Special Experience.
Preferred Qualifications
Experience troubleshooting cloud technology applications.
Experience using WordPress and Sitecore content management systems.
Experience using Microsoft Power Platform, Power Automate, Power Apps, and SharePoint.
Experience preparing technical documentation and written communications for system users and technical teams.
Experience performing workflow automation or system modernization work.
