The role, based in Shannon Airport, requires an experienced professional, with a background in public sector procurement and tendering.
Reporting to the Head of Procurement, the successful candidate will play a key role in ensuring the compliant and efficient delivery of procurement services for the Group.
The role will support and lead selected procurement campaigns in line with public procurement requirements as well as internal governance to ensure best practice, transparency and value for money for all purchasing activities across the Group.
Key Areas of Responsibility Manage contract negotiationsand oversee procurement and tendering activities for selected projectsensuring integrity, transparency and fairness across the procurement of the Groups supplies, services and works.
Ensure procurement activity is conducted in line with National and EU public procurement requirements, and with the Groups internal procurement policies and procedures.
Manage the end-to-end public procurement and tendering process for selected projects including: Reviewing and refining tender specifications.
Developing tendering and negotiation strategies Preparing high quality tender documentation Managing the publication of tender competitions on eTenders Overseeing clarifications, evaluations and the award process.
Work closely with the Head of Procurement in managing the Groups procurement activity, ensuring consistency, efficiency and, value for money.
Manage the supply chain from project inception to contract placement, including supplier selection and relationship management.
Working with the Head of Procurement to contribute to the continuous improvement of procurement activity across the Group by reviewing, and enhancing procurement policies, procedures and processes.
Operate as a buyer in the purchasing systems handling supplier setup, creating purchase orders and assisting business units with ordering through the company purchasing systems.
Act as a contact point for the Groups business units providing guidance on the procurement process.
Collaborate with the Finance team to ensure compliance with all financial requirements during supplier selection, contracting, and purchase-to-pay processes.
Qualifications, Skills and Experience The ideal candidate should have: A minimum of 3 years experience in public procurement; Strong working knowledge of public sector procurement rules, with demonstrable experience in conducting public procurement competitions; A public procurement qualification of Level 6 or above, while not essential, is desirable.
Understanding of contractual legal terms and conditions with exposure to compliance and governance considerations.
Process-oriented with strong analytical skills and creative problem-solving abilities with a high level of attention to detail.
Excellent ICT skills and experience of company purchasing systems.
Ability to work independently, demonstrating a proactive, results-focused approach. xyswxtq
Administration and/or accounts experience while not essential, is desirable.
