Job Summary As an IT Advanced Business Analyst you will design, implement, and maintain systems development and infrastructure, bridging the gap between development and operations. You will promote CI/CD and IaC practices, collaborate with cross‑functional teams to ensure scalable, secure, and reliable environments, and work as a liaison between IT and business representatives.
Responsibilities
Design, implement, and maintain systems development, deployment, and infrastructure.
Promote continuous integration, continuous delivery (CI/CD), and infrastructure as code (IaC) practices.
Collaborate with cross‑functional teams to ensure scalable, secure, and reliable environments.
Analyze business activities and translate them into solutions for purchase, implementation, or development.
Guide, consult, and collaborate on development, testing, deployment, and adoption of solutions.
Perform development tasks including data fixes, data analysis, and minor coding.
Communicate and consult with system user populations concerning system changes.
Coordinate implementation planning for changes and releases.
Minimum Qualifications
4 years of experience performing IT business analysis functions.
Advanced‑level experience with large‑scale IT systems, requirements elicitation, business process modeling, gap analysis, solution assessment/validation, and structured methodologies such as SDLC, RUP, Waterfall, or Agile.
Ability to translate complex business needs into functional and technical requirements.
Experience with enterprise‑scale software development or testing environments, familiarity with programming or technical tools (Java, .NET, SQL, object‑oriented languages).
Strong analytical, problem‑solving, facilitation, and negotiation skills.
Excellent communication skills and ability to facilitate mutual understanding.
Customer‑focused approach with active listening and solution‑oriented problem‑solving.
Preferred Qualifications
Certification in Business Analysis (CBAP or CCBA) or similar credential.
Experience working within government or large, complex multi‑system environments.
Hands‑on experience with Agile, DevOps, and modern SDLC frameworks such as RUP, Waterfall, iterative development, and CI/CD practices.
Experience modeling complex business and data processes using BPM, UML, ERD, DFD, data mapping, use cases, storyboards, user journeys, or wireframes.
Technical experience supporting or developing large‑scale applications, web services (REST/SOAP), SQL, Java/.NET, object‑oriented concepts, application servers, or load‑balancing technologies.
Additional Requirements
Pass all legally required checks: SEMA4 Records Check (for current and past state employees), Criminal History Check, Reference Check, Social Security and Address Verification, Education Verification, and other legally required checks.
