TIIs mission is to deliver transport infrastructure and services that contribute to the quality of life of the people of Ireland and support the countrys economic growth.
TIIs ability to deliver and operate light rail and roads networks efficiently is recognised, as evidenced by the portfolio of National Development Plan (NDP) 20212030 investments entrusted to TII and its partners to deliver.
Under the NDP there are three areas under the remit of TII which identify key priorities: Investment in public transport infrastructureto be delivered on behalf of the National Transport Authority (NTA) in line with the Transport Strategy for the Greater Dublin Area 2022-2042.
This Strategy commits to the undertaking of appraisal, planning and design of Luas network expansion to Bray, Finglas, Lucan and Poolbeg.
Importantly, the Plan also sets out a firm commitment to deliver a metro rail system known as MetroLink that will run from Swords to Charlemont, connecting Dublin Airport with the city centre and providing interchanges with other public transport services including Iarnrd Eireann at Glasnevin, the DART at Tara Street and Luas at OConnell Street and Charlemont.
TII also delivers light railway infrastructure being planned in other cities: currently TII is working in partnership with the NTA on the planning and design of Cork Light Rail Transit.
Investment in national roads, active travel and Greenway infrastructure will be delivered in accordance with the guiding principles of the Department of Transport, National Investment Framework for Transport in Ireland and the Strategy for Future Development of National and Regional Greenways.
The major roads, active travel and Greenways projects to be delivered and funding provisions are set out in the NDP 2021 to 2030.
TII also has a new function for the delivery of zero and low emission vehicle infrastructure (ZEVI) under the Road Traffic and Roads Act 2023.
Investment in maintenance and renewal expenditurewill need to increase over the lifetime of the NDP to meet the required investment levels for the current transport network and for new projects as they come into service.
TIIs ambitious plans for infrastructural delivery will drive Irelands long term economic, environmental, and social progress across all parts of the country over the next decade.
The NDP, which is aligned with the delivery of the objectives of the National Planning Framework (NPF), sets out a roadmap and the level of investment which will underpin the NPF and drive its implementation over the next ten years.
Roles and Responsibilities The Light Rail Network Management Section within TII is responsible for the strategic oversight of the Luas network, including operation, maintenance, asset management, safety assurance, renewals and network enhancements.
The section works closely with colleagues across TII as well as the Luas Operator and Maintainer (O&M) Contractor, other contractors, consultants, public and local authorities and other stakeholders.
The Senior Engineer will work as part of a multidisciplinary delivery team, managing multiple projects identified within the Light Rail Life-Cycle Asset Renewals (LCAR) and Network Enhancement portfolios (NE).
The role reports to the Senior Programme & Delivery Manager within the Light Rail Network Management section.
The primary responsibilities of the Senior Engineer are as follows: Assist the Senior Programme Manager in the identification, planning and delivery of projects listed in TIIs 10-year Asset Investment Programme (AIP), Delivery of LCAR and NE approved projects though all stages of their development including options selection, design development and procurement evaluation and award, Preparation of project tender documentation including, Invitation to Tender, Works Requirements, Preliminary and Detailed design.
The Senior Engineer will be required to work closely with the other managers within the Light Rail Network Management team as well as with TIIs Safety section and the Commission for Rail Regulation (CRR) on safety related matters.
The Senior Engineer will ensure effective coordination of activities, including contract management, risk management and design coordination, across multi-disciplinary teams of internal resources and external advisors delivering projects identified within the Light Rail Life-Cycle Asset Renewals (LCAR) and Network Enhancement (NE) portfolios.
More specific responsibilities will include: Project Reporting and Documentation Provide regular progress, risk, cost, and programme updates to the Senior Programme & Delivery Manager.
Maintain accurate project records and contribute to lessons learned.
Coordinate testing, commissioning and handover to operations and asset teams, ensuring completion of as-built records, certification, and all close-out documentation.
Liaise with the Operations and Maintenance Contractor (Keolis/Amey or any other party as may appointed in the future) in relation to the identification, planning and implementation of LCAR and NE projects.
Stakeholder Engagement Coordinate inputs from TIIs internal departments, external advisors, and key stakeholders to ensure project requirements are accurately defined and captured in tender requirements, Develop strong and effective engagement between the project teams, stakeholders, and sponsors including National Transport Authority, Dublin City Council and other agencies as appropriate.
Risk Management and Assurance Establish and maintain risk management processes in accordance with TIIs risk management policies, including creating, managing and updating project risk registers and convening risk control meetings as required.
Ensure that effective governance, risk and compliance arrangements are maintained for the team and that they comply with rail safety legislation and TIIs safety management system/s, and other relevant corporate policies, guidelines, standards and codes of practice.
Assist with all reporting, risk management, and assurance activities.
Project Planning and Delivery Act as TIIs Clients Representative on site, ensuring that construction projects are delivered to the specified quality, on schedule, and within budget.
Providing expertise to support construction and delivery related activities as required; Providing expert technical input to projects and to functional teams on issues related to the above-mentioned areas, to ensure the delivery of a safe operating environment; Management of on-site contract supervision and administration teams as required, including construction supervisors, quantity surveyors, planner/s, and clerical personnel Support the development of project scope, objectives, and delivery criteria for LCAR and NE projects.
Identify key stakeholders, interfaces, and constraints, including operational impacts.
Tender Documentation, Evaluation, and Procurement Develop tender documentation for service providers and construction contracts, ensuring all technical and contractual requirements are clearly defined.
Support the Senior Programme & Delivery Manager in coordinating the tender evaluation process, including the assessment of bids and the preparation of evaluation reports.
Assist in managing the procurement process for selecting contractors and service providers, ensuring compliance with TII's procurement policies and procedures.
Liaise with legal and procurement teams to ensure all contracts are robust and mitigate potential risks.
Undertaking such tasks, activities or other duties may be required or assigned as appropriate to the grade.
Education & Experience The successful candidate will be required to demonstrate the key competencies for a Grade 1 position as identified in TIIs Competency Directory, as well as the following job-specific requirements: Degree or third level professional qualification (NFQ Level 8 or equivalent) in civil engineering or a related discipline.
Chartered Engineer with Engineers Ireland or professionally registered at an equivalent level with an equivalent organization, or in a position to obtain chartership within one year of appointment to the position.
A proven track record, with a minimum of 7 years postgraduate experience.
At least 5 years of that experience should be in the management of the construction stages of projects in a senior role.
Light Rail related projects experience is highly desirable.
Prior experience in designing light rail or metro projects is desirable.
Strong contract management experience.
Knowledge of design software for road, rail, drainage.
Experience of BIM and the associated processes is desirable.
Strong understanding and experience in quality management systems for design.
A good knowledge of Health & Safety legislation and a strong commitment to Light Rail safety, to staff safety and to the safety of those working on behalf of TII.
Experience of Stakeholder Management in similar larger public transport projects.
