Job DescriptionCivil Service Title- Administrative Project Manager 1 (N/M) *IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATES MUST BE SERVING PERMANENTLY IN THE TITLE, OR REACHABLE ON THE CIVIL SERVICE OPEN COMPETITIVE LIST.* Under the direction of the Executive Director of Design-Build & Emergency Contracts, the WIM Program Manager is responsible for the management and administration of the expanded direct enforcement of weight limits using WIM System within the Design-Build and Emergency Contracts Unit. Specific duties and responsibilities include:
- Developing the plan for roll out of WIM systems across the additional sites approved by the legislation for direct enforcement in 2025
- Determining the types of contracts necessary to support the expanded WIM program and developing the related procurement documents with support from technical experts within the Department
- Monitoring and evaluating the performance of private consultants and contractors procured for the WIM program; ensuring resolution of conflicts with contractors arising from field conditions
- Participating in negotiations with contractors to resolve scheduling conflicts and delays caused by unanticipated conditions to establish additional compensation, when warranted
- Managing the process of post-negotiation requests for changes and extra work orders including final contract payments, cost deductions, and time extensions
- Managing contract performance and the timely processing of payments to ensure compliance with DOT policy
- Conducting personal inspection of field conditions and personally checking on the progress of projects as the need arises
- Assurance that all work undertaken is in accordance with Agency, City, State, and Federal guidelines and requirements
- Performing additional significant administrative and engineering functions as determined by the Executive Director of Design-Build and Emergency Contracts
1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.
