This position is located in Tallahassee, FL. This is a highly visible, customer-facing role responsible for enterprise-level business analysis, project and program management, and project oversight serving internal teams within the Florida Digital Service and external entities across the State of Florida Enterprise.
Duties include but are not limited to performing oversight of Technology projects that meet requirements defined in Florida Statute, directly managing internal projects, and driving Florida's digital transformation by effectively facilitating the delivery of solutions and services designed to further the mission of FL[DS] and meet customer needs in the areas of cybersecurity, data interoperability, and technology project management.
The ideal candidate for this position can engage with and capture customer needs in a manner that facilitates identification and delivery of a solution, embodies servant leadership, is highly organized, adaptable, curious, detail-oriented, strategically motivated, an active listener with strong interpersonal and facilitation skills, and takes ownership of their work.
Duties & Responsibilities:
- Performs oversight of large state Technology projects including independent analysis, review and reporting on a technology project's scope, schedule, and budget while quantifying variances, and identifying issues and risks threatening the successful and timely completion of the project.
- Leverages servant leadership qualities to successfully manage internal Florida Digital Service projects, ensuring their timely and successful completion in a manner that builds partner relationships and gains stakeholder trust.
- Includes facilitating the resolution of conflicts, monitoring and reporting individual and enterprise project or program status, issues, and risks to executive management.
- Anticipates and identifies opportunities for service delivery to agency customers and designs and recommends solutions to meet their needs.
- The incumbent is expected to effectively run and facilitate meetings with internal and external customers.
- Performs advanced business analysis activities that addresses communicated needs provided by external stakeholders and customers.
- Participates in the FL[DS] Office of Enterprise Technology team's efforts to achieve measurable and definable successes on defined and targeted missions.

Knowledge, skills, and abilities, including utilization of equipment, required for the position:
- Significant experience with project and program management tools and resources that facilitates best practices and principles and emphasizes risk management.
- Ability to organize, analyze, and visualize information to make informed decisions through a business acumen lens.
- Ability to establish and maintain effective working relationships and resource management, utilizing established and potential networks and stakeholder partnerships.
- Ability to comprehend complex information and articulate it in an understandable format, both written and verbally.
- Ability to work with a sense of ownership and commitment.
- Skill in the use of MS Word, MS Excel, MS PowerPoint, MS Access, Project, and MS Visio.
- Strong critical thinking and judgment skills.
- Ability to manage and resolve conflict utilizing a customer-centric and servant leadership approach.

Minimum Qualifications:
- Education: Project Management Professional (PMP) certification is required.
- Must have at least two years of experience successfully managing IT projects through the entire project lifecycle which includes monitoring and reporting project status, issues, and risks to executive management.
- Must have at least one year of experience performing oversight of large IT projects or providing professional consultation to large IT projects.
- Certification: PMI-ACP certification or other agile project management certification such as a Certified ScrumMaster is preferred, but not required.
- Business Analysis certification or experience is strongly preferred but not required.
