Description VOAC recognizes the unique needs of older adults and families in crisis and supports their journey toward self‑sufficiency. The QA Analyst safeguards grant compliance, strengthens program quality, and elevates customer experience across ANS programs. This position conducts strategic reviews, develops and delivers training on data systems and documentation standards, oversees financial management of grant funds, and coordinates service quality monitoring activities.
Essential Duties and Responsibilities
Plan, organize, and conduct Strategic Reviews to verify compliance with grant requirements and document corrective actions.
Develop, maintain, and update QA tools, forms, SOPs, policies, and documentation to reflect current requirements and best practices.
Design and continuously improve data systems, forms, dashboards, and tracking tools to ensure data accuracy, reliability, and consistency.
Implement documentation standards and performance measurement processes for new and existing programs.
Train and support staff on QA processes, data collection protocols, systems, and compliance requirements; conduct onboarding and refresher trainings.
Evaluate program operations and data quality, proactively identifying and resolving errors, inconsistencies, and compliance risks.
Participate in external audits and funder monitoring visits, providing documentation and QA support.
Research and recommend tools, systems, and technologies to improve monitoring, efficiency, and service delivery.
Standardize KPIs and outcomes across programs and implement QA check‑in processes to assess performance.
Monitor program performance, outcomes, and compliance indicators; report risks and recommendations to leadership.
Conduct limited monitoring of kitchen meal service operations and delivery activities.
Maintain knowledge of food service supply chain operations to support quality monitoring.
Review complaints and incident reports; implement corrective actions.
Coordinate and conduct monitoring visits to VOA Colorado and partner sites.
Conduct site checks twice a year and share findings with leadership.
Participate in Program Evaluation and Review committees, providing QA insights and data analysis.
Communicate data definitions and usage guidelines to support decision‑making.
Monitor grant expenditures and financial performance; minimize reliance on internal accounts.
Identify and communicate financial or compliance risk indicators; trigger focus reviews when needed.
Partner with Accounting and program leadership on training needs related to financial processes.
Prepare reports, analyses, and special projects within required timelines.
Confirm tasks outside regular responsibilities with the Principal Analyst before execution.
Compensation Salary: $57,784 for candidates with experience
Working Conditions and Physical Requirements
Travel throughout the program's service area may be required.
Ability to work adjusted schedules for trainings, monitoring visits, or program needs.
Must be able to work in diverse and, at times, uncomfortable environments such as homeless shelters, service facilities, streets, and offices.

Minimum Qualifications
Bachelor's degree in public health, public administration, business administration, education, human services, social work, or a closely related field, or equivalent experience.
Two years' experience in quality assurance, compliance, program monitoring, grants management, data analysis, or program operations in a human‑services setting.
Proficiency in Microsoft Office (especially Excel) and experience with data/reporting systems such as ServTracker, SUDS, or similar funder platforms.
Demonstrable knowledge of grant‑funded programs, contract compliance, and financial accountability principles.
Must complete agency and program credentialing within 12 weeks of hire and maintain credentials thereafter.
Strong communication, organization, and problem‑solving skills.
Must possess a Colorado driver's license, satisfactory MVR, and state‑mandated automobile insurance.
Preferred Qualifications
Four years' experience in a related human‑services field.
Two years of training or staff development experience.
Experience with Older Americans Act programs, aging services, senior nutrition, transportation, or community‑based services for older adults.
Experience with federal, state, county, or local grant‑funded services.
Familiarity with food service documentation, safety standards, or delivery/logistics tracking.
Experience with quality improvement methodologies, compliance frameworks, or audit preparation.
Familiarity with case management or client service databases, data reconciliation, and dashboard (Power BI/Tableau) reporting.
Experience collaborating with program and finance teams on grant monitoring and reporting.
Knowledge of Medicaid billing and implementation.
