This position is located in the Government National Mortgage Association (Ginnie Mae), Office of Enterprise Data and Technology Solutions (OEDTS). Ginnie Mae is a wholly owned government corporation created to help expand homeownership opportunities for low and moderate-income Americans, by linking global capital markets to the nation's housing markets.
As an
IT Project Manager , you will:
- Develop and manage projects pertaining to the IT services and products provided to the Agency and provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
- Determine appropriate products or services with clients or customers to define project scope, requirements, and deliverables.
- Participate in change control (e.g., reviewing configuration change requests plans and procedures.
- Conduct IT strategic planning and project management activities in the areas of project management, capital planning, facilitates teams in conducting analyses, developing goals, objectives, and strategies, and in other strategic, tactical, and business planning activities
.Participate in complex management studies and reviews, particularly those with wide or significant effect upon agency or department-wide IT projects or services within mission area programs.

Key Requirements:
Must be U.S. Citizen or U.S. National. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience:
For the
GS-14
grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the
GS-13
grade level in the Federal service . Specialized Experience
for this position includes:
- Experience in IT project leadership, demonstrating a robust background in cloud technologies, agile methodologies, and enterprise architecture, along with a proven ability to manage projects effectively and implement best practices that reflect a deep understanding of industry standards and frameworks; AND
- Experience in Waterfall, Agile, and Hybrid methodologies (e.g., Scrum, Kanban, WAgile, SCALE) to drive efficient product development cycles, ensuring timely delivery of IT solutions that meet business and user expectations; AND
- Experience creating user stories across multiple releases, supporting the development of applications across various lines of business, and ensuring the delivery of high-quality products aligned with stakeholder needs; AND
- Experience developing business process models, As-Is/To-Be models, and Gap Analysis Documents to articulate stakeholder requirements, enabling clear and actionable solution specifications; AND
- Experience directing and overseeing a range of IT projects within the secondary mortgage market, including roles within federal agencies (e.g., FHA, VA, PIH, RH) or government-sponsored enterprises (e.g., Fannie Mae, Freddie Mac, CSS), ensuring alignment with regulatory requirements and organizational priorities.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade:
In addition to the above requirements, you must meet the following
time-in-grade requirement , if applicable:
For the
GS-14
you must have been at the
GS-13
level for 52 weeks.
Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
In addition to specialized experience, individuals must have
IT-related experience
