Brief Job Description Open to U.S. citizens and permanent residents. This onsite role requires work from an HHSC office in Austin, Texas. The Database Administrator/ETL & Data Integration Engineer reports to the Regulatory Services, Long Term Care (LTC) Systems Architect/Supervisor and leads the data team to support TULIP (Texas Unified Licensing Information Portal). Responsibilities include day‑to‑day data operations and integration tasks to ensure uninterrupted delivery of IT systems and services. Successful candidates work with minimal supervision.
Essential Job Functions (EJFs)
EJF1: Designs, develops, and maintains enterprise‑grade ETL/ELT pipelines using Azure Data Factory to move and transform data across databases, SFTP locations, APIs, and SaaS applications including Salesforce. Ensures data quality, reliability, and scalability of all pipeline workflows. Collaborates with data engineers, analysts, cloud architects, and business stakeholders to deliver robust data integration solutions that support organizational reporting and analytics needs. (30%)
Design, build, and optimize ADF pipelines for data ingestion, transformation, and loading across Azure SQL, Synapse Analytics, on‑premises databases, and cloud data stores
Develop and maintain ADF integrations with Salesforce, SFTP endpoints, REST/SOAP APIs, and third‑party applications using linked services, datasets, and integration runtimes
Architect metadata‑driven and parameterized pipeline designs to maximize reusability, reduce development effort, and support multi‑environment deployments
Monitor, troubleshoot, and resolve pipeline failures; implement alerting, logging, and retry strategies to ensure pipeline reliability and SLA compliance
Perform performance tuning, including partitioning strategies, parallelism settings, and integration runtime sizing
Write and maintain stored procedures, views, and SQL scripts to support transformation logic within pipelines
Develop and maintain source‑to‑target mapping documentation to support ETL development and data lineage tracking
Define and enforce ADF architecture standards, naming conventions, and best practices aligned with data governance and security policies
Document pipeline architecture, data flows, and operational runbooks to support knowledge transfer and business continuity
EJF2: Manages Salesforce data operations and Data Cloud configurations to ensure data integrity, platform performance, and alignment with business processes. Serves as the primary data resource for Salesforce‑related data tasks including data quality, migrations, and integration with enterprise data systems. Designs and implements Salesforce Data Cloud interfaces for data ingestion, identity resolution, segmentation, and unified customer profiles. (25%)
Administer and maintain Salesforce data operations including data loads, deduplication, data quality monitoring, and mass updates using tools such as Data Loader, MuleSoft, and ADF pipelines
Configure and manage Salesforce Data Cloud including data streams, data model objects (DMOs), identity resolution rules, calculated insights, and segmentation
Design and implement Salesforce Data Cloud interfaces to ingest data from ADF pipelines, enterprise databases, SFTP sources, and external APIs
Develop and maintain data mappings between Salesforce objects, Data Cloud DMOs, and enterprise data warehouse schemas to support unified reporting
Perform data migrations and historical data loads into Salesforce and Data Cloud ensuring accuracy, completeness, and referential integrity
Monitor Salesforce platform data storage, API usage limits, and Data Cloud data volume to proactively prevent performance or capacity issues
Work with Salesforce admins and developers to ensure data model changes are reflected in downstream pipelines, Data Cloud configurations, and reporting
Define and enforce data governance policies for Salesforce data including field‑level security, data classification, and retention rules
Create and maintain documentation for Salesforce data architecture, Data Cloud integration flows, and operational configurations
EJF3: Manages and maintains the enterprise data warehouse environment including Azure Synapse Analytics and Azure SQL databases. Ensures the warehouse is optimized for performance, availability, and scalability to support downstream analytics and reporting workloads. Coordinates with cloud architects and database administrators to enforce data standards and governance. (20%)
Design, implement, and maintain data warehouse schemas including star/snowflake models, fact and dimension tables, and data marts aligned to business reporting requirements
Manage Azure Synapse Analytics and Azure SQL environments including performance tuning, index management, query optimization, and capacity planning
Develop and maintain data models that integrate data sourced from Salesforce, SFTP feeds, APIs, and operational databases into a unified warehouse
Define and implement data partitioning, archival, and retention strategies to optimize storage and query performance
Enforce data warehouse standards, naming conventions, and best practices to ensure consistency and maintainability
Collaborate with data engineers and architects on schema design changes and ensure backward compatibility with existing ADF pipelines and Tableau reports
Monitor warehouse health, job performance, and resource utilization; proactively identify and resolve bottlenecks
Maintain documentation for warehouse architecture, data models, and operational runbooks
EJF4: Develops, maintains, and publishes Tableau dashboards and integrates data visualizations with Salesforce and enterprise data sources to deliver actionable business intelligence to end users and leadership. Partners with business stakeholders to translate reporting requirements into scalable, interactive dashboards that drive data‑informed decision making. (10%)
Design, develop, and publish Tableau workbooks and dashboards that meet business reporting and analytics requirements across operational and CRM data
Configure and maintain Tableau data source connections including live connections and extracts from Salesforce, Azure SQL, Synapse Analytics, and other enterprise sources
Integrate Tableau with Salesforce and Salesforce Data Cloud to enable unified CRM and operational reporting in a single dashboard experience
Optimize Tableau dashboard performance through extract scheduling, query optimization, and data source best practices
Manage Tableau Server or Tableau Cloud environment including user permissions, content governance, and published data source administration
Collaborate with business analysts and stakeholders to gather requirements and translate them into functional, user‑friendly visualizations
EJF5: Leads the data team by providing technical direction, mentoring, and hands‑on guidance to data engineers, DBAs, and analysts. Establishes team standards, promotes best practices, and fosters a culture of continuous learning. Serves as the subject matter expert and escalation point for the team across ADF pipelines, Salesforce data operations, warehouse management, and Tableau reporting. (10%)
Lead and manage the day‑to‑day activities of the data team, assigning work, setting priorities, and ensuring delivery of data projects on schedule
Provide technical mentorship and one‑on‑one coaching to junior and mid‑level data engineers, DBAs, and analysts to support their professional growth
Develop and deliver training programs, workshops, and documentation covering ADF pipeline development, Salesforce Data Cloud operations, warehouse management, and Tableau best practices
Conduct code reviews and architecture reviews; provide constructive feedback to ensure quality, maintainability, and adherence to team standards
Establish and enforce team standards, coding conventions, and best practices across all data platforms and tools
Serve as the technical escalation point for complex pipeline failures, Salesforce data issues, and warehouse incidents that require senior‑level expertise
Collaborate with management to assess team skill gaps and recommend training, certifications, or tooling investments to strengthen team capabilities
Onboard new team members by creating structured training plans covering data platform architecture, workflows, and organizational data standards
Drive knowledge sharing through team wikis, runbooks, and internal documentation to reduce dependency on individual contributors
EJF6: Works with application teams, technical support staff, cloud architects, and contract staff to perform modifications and updates to existing data systems or to implement new data integration solutions. Identifies, investigates, and resolves production data issues and pipeline failures. May include analyzing problems, coding, testing, implementing solutions, and supporting technical staff and end users. (5%)
Partner with application teams and cloud architects to design and deliver new data system implementations and integration enhancements
Investigate and resolve production incidents affecting ADF pipelines, Salesforce data operations, warehouse jobs, or Tableau reports
Develop, test, and deploy modifications to existing ETL workflows, Salesforce configurations, and reporting solutions following change management procedures
Participate in sprint planning, code reviews, and architecture reviews as a subject matter expert for data integration and Salesforce data operations
Liaise with vendors and external partners on platform issues, upgrades, and new feature implementations
Knowledge, Skills and Abilities (KSAs)
Knowledge of the principles, practices, and techniques of database design and development, database structures and theories and current database technologies.
Knowledge of data analysis techniques.
Knowledge of relational databases (e.g., Oracle, SQL Server).

Registrations, Licensure Requirements or Certifications Salesforce and Azure Data Factory‑related certifications are preferred.
Initial Screening Criteria Graduation from college or university with major coursework in computer science, information systems, or a related field is generally preferred. Experience and education may be substituted for one another on a year‑for‑year basis.
8+ years of progressive experience in software application development, support and operations is required.
Additional Information 5+ years of ETL experience preferred.
Selected candidates must be legally authorized to work in the U.S. without sponsorship.
