This position provides essential administrative support, technical expertise, and leadership as described below. The role has oversight of a specific area and serves as a representative of the engineering discipline, ensuring technical accuracy throughout all phases of project execution. This is a lead position responsible for performing engineering assignments of advanced complexity on assigned projects.
Under the general supervision of the Discipline Lead Engineer, the Area Lead will provide guidance and supervision to other engineers and designers.
Key Responsibilities
Analyze and provide independent recommendations for technical solutions to complex engineering problems in accordance with project requirements
Develop and review specifications and design criteria
Perform and verify engineering analyses and calculations; specify materials, equipment, and systems; and resolve complex technical issues
Coordinate technical matters with other disciplines, project management, vendors, and clients
Execute work in compliance with the Project Quality Plan and established procedures
Execute work in accordance with approved project scope, cost, and schedule baselines
Develop and review estimates, schedules, and progress reports, including effort-hour estimating and staff forecasting
Establish, control, and report material key quantities; provide analysis and forecasts
Provide technical support for equipment and material procurement and subcontracting, including preparation of scopes of work, technical bid evaluations, and review of vendor submittals
Provide technical support for construction administration, including responses to requests for information (RFIs) and field change requests
Perform other duties as assigned
Basic Job Requirements
Bachelor of Science degree in Control Systems Engineering, Electrical Engineering, Chemical Engineering, or a related engineering discipline
Minimum of ten (10) years of relevant professional experience
Working knowledge of applicable federal (including Department of Energy orders), state, and local codes and standards
Strong communication skills with the ability to interact effectively with project management, colleagues, clients, vendors, and subcontractors
Technical knowledge required to perform job responsibilities
Advanced knowledge of discipline-specific codes and standards
Ability to work in compliance with applicable codes, statutes, and guidelines
Strong attention to detail with the ability to work in a time-conscious and efficient manner
Intermediate computer skills, including proficiency in word processing, email, spreadsheets, and presentation software
Significant experience delivering Engineering, Procurement, and Construction (EPC) services on large industrial projects
Experience executing large EPC projects using engineering analysis tools, 3D modeling, and 2D Computer-Aided Drafting and Design (CADD) in a multi-discipline environment
Discipline-Specific Job Requirements (Instrumentation & Control)
Perform a broad range of Instrumentation and Control (I&C) design activities, including:
Control systems architecture and development
Distributed Control Systems (DCS) and Programmable Logic Controllers (PLC)
Network configuration, communication protocols, and routing
Process controls and Piping and Instrumentation Diagram (P&ID) development support and review
Human-Machine Interface (HMI) systems
Safety Integrity Level (SIL) considerations
Procurement support activities
Prepare and revise instrumentation and control system design documents, including:
Schematics and panel layouts
Logic diagrams
Perform, verify, and audit control system sizing calculations for control valves, relief valves, flow elements, thermowells, and other instrumentation
Create instrument indexes and datasheets; generate reports; and monitor wiring and loop development in Intergraph SmartPlant Instrumentation (SPI)
Develop complex control system narrative specifications
Prepare detailed instrumentation design and installation requirements
Develop control system logic diagrams and cause-and-effect diagrams
Review and monitor 3D modeling performed by design teams using model review software
Develop specifications for DCS, PLC, and Safety Instrumented Systems (SIS) hardware and software
Monitor DCS/PLC/SIS designs produced by the design group
Preferred Qualifications
Professional Engineer (PE) license
Advanced knowledge of material availability and cost estimation
Proven experience leading and managing large engineering projects
Experience with project setup, control-level scheduling, progress reporting, and project close-out
Field experience in engineering and construction environments
EPC project experience in one or more of the following sectors:
U.S. Department of Energy or other federal government projects
Nuclear facilities under a quality assurance program
Manufacturing, pharmaceutical, or biotechnology industries
Proficiency in Bentley MicroStation, Autodesk AutoCAD, and Intergraph SPI
Advanced knowledge of:
Instrumentation specification and procurement
P&ID development and interpretation, including identifying control system issues
Control strategy development and representation on P&IDs
Loading and extracting I/O, alarms, and setpoints in SPI databases
Safety Instrumented System (SIS) requirements and specifications
Layer of Protection Analysis (LOPA) and Hazard and Operability (HAZOP) studies
SIL assignment and verification calculations
Commissioning and startup of DCS, PLC, and SIS systems
