Overview
INFORMATION TECHNOLOGY MANAGER V – State of New Hampshire, NH Department of Corrections. Position #19543. Schedule: 8:00 – 4:00 with Saturdays and Sundays off. Salary: $40.70/hour – $55.88/hour. The NH Department of Corrections (DOC), Division of Administration/Logistics, seeks a full‑time Information Technology Manager V.
Summary
Administers strategic and operational leadership for agency-wide information technology systems, services, and initiatives. Oversees IT governance, infrastructure, budgeting, procurement, and vendor management to ensure alignment with organizational goals, DoIT standards, and operational needs within the NH Department of Corrections (DOC). Serves as the primary liaison between the agency and the Department of Information Technology (DOIT), coordinating agency IT strategy, service delivery, and system improvements. Evaluates technology needs, leads planning and implementation of IT projects, and ensures effective use of resources through performance monitoring, financial oversight, and continuous improvement. Education/Experience:
Bachelor’s degree and 9 years of experience OR equivalent combination of 13 years of education and experience after completion of high school. Education and experience must be in information technology or data management, five years of which must have been in a supervisory or management capacity. License/Certification:
Driver’s License and access to transportation Other Requirements:
Must pass security and background screenings required for correctional environments. Must have strong written and oral communication skills along with the ability to make frequent public speaking engagements. Must be willing to work an extended and/or flexible schedule, to include nights and weekends for emergency response to needs at the facilities. May be required to report for work with little notice due to emergencies. Trainee Option:

Experience supporting mission-critical, 24/7 environments. Knowledge of state government IT environments, including cloud adoption, legacy modernization, and enterprise governance. Ability to manage complex vendor relationships and oversee contract performance, especially for long-term system integrations or SaaS solutions. Experience facilitating communication between IT, operations, and executive leadership. Detailed Responsibilities
Directs, plans and monitors agency-wide operational activities to ensure the efficient and effective allocation of IT resources. Evaluates technology and business information initiatives, oversees implementation of enterprise improvements, and establishes performance metrics, controls, and reporting mechanisms. Manages daily IT operations, including infrastructure changes, critical incidents, vendor contracts, and system performance to ensure alignment with agency needs, timelines, and budgets. Supervises IT financial management, including budgeting, procurement, expenditure tracking, and forecasting. Leads IT project planning and initiatives, conducts cost-benefit analyses, and ensures compliance with DOIT policy and standards, DOC policy and standards, and governance requirements. Develops and administers the agency’s IT budget and oversees procurement of application software, COTS products, and related tools. Administers the long-term strategic direction for the Business Information Unit by authorizing the development of policies and procedures to ensure compliance and sustainability. Supervises the administration of hardware and software systems across the DOC, including data and voice systems, non-DoIT-supported systems, and security-related technology. Directs negotiation of service level agreements and ensures alignment of IT strategy with DOC’s mission, priorities, and long-term objectives. Monitors industry trends and emerging technologies to guide strategic planning, enhance service delivery, and support informed decision-making. Serves as the agency’s point of contact for DOIT services, providing strategic leadership and serving as the primary liaison between the agency and the DOIT across all organizational levels. Advises executive leadership on technology decisions and providing updates on initiatives and performance. Serves as the DOC Chief Information Officer for IT solutions, overseeing data center operations, system upgrades, and emergency response activities. Provides direct supervision and leadership to assigned staff, including prioritizing and delegating work, managing performance, conducting formal evaluations, and supporting ongoing professional development and mentorship. Serves as the IT liaison between DOC and DOIT. Coordinates across all levels of management to ensure consistent application and integration of information technology services and initiatives. Develops, reviews, and edits Requests for Proposals (RFPs) and Requests for Information (RFIs) to ensure clarity, compliance, and alignment with agency requirements. Leads the drafting, negotiation, and execution of IT contracts to ensure deliverables meet operational, policy, and procurement standards. Compensation and Benefits
