Job Responsibilities
Analysis:
Conducts advanced, complex and unusually difficult analyses to identify insights and correlations indicating transformative changes that guide improvements in the agency’s performance. Mines, analyzes and interprets large data sets from multiple data systems and lines of business. Translates Agency business needs into technical data requirements. Uses a strong business acumen and understanding of the Agency’s business to combine quantitative analyses with qualitative evaluations to determine root cause of performance and develop recommendations for performance improvement. Uses the department’s data information systems and data warehouse to mine data, analyze and interpret results, and develop automated management information interactive tools and dashboards for use by managers at all levels in the department, but particularly senior leadership.
Documentation and Communication:
Documents and communicates analysis results and recommendations resulting from developing and applying innovative analyses for program and policy evaluation to further decision-making at the executive and senior leadership levels. Prepares clear, concise, and compelling reports, (both traditional and online, interactive reports) recommendations, and presentations that provide executive and senior leadership with the information they need for informed decisions and to transform the organization through innovations, policies, strategies, organizational structure, operational practices and/or resource distribution.
Program Support:
Supports the Agency’s data science and analytics program to analyze systems and business performance, interpret results, forecast and predict performance, and recommend improvements. Works with a variety of different types of datasets, and includes data processing, cleaning and validation, data reconciliation and expansion, classical statistical analysis and model estimation, application of contemporary machine learning algorithms to develop predictive indicators of performance. Implements, debugs, calibrates, and applies both advanced analysis models as well as next generation data driven techniques, founded on the data analysis. Develops, calibrates and validates data models, processes large input and output data sets. Analyzes transportation and business data to support continuous improvement of programs and agency performance.

Minimum Qualifications
Ability to apply machine‑learning concepts to develop predictive indicators of performance.

Ability to work productively with IT and other business partners to develop and define business requirements for data, systems and processes, and to make improvement recommendations.

Additional Considerations
A combination of training, experience, or education in Data Science, Systems Engineering, Information Technology or related field desired.
Data Scientist certification, MS Power BI certification.
Experience supervising administrative and professional staff and managing performance.
Project management experience.
