THE POSITION Information Technology Generalist Administrator 2 provides supervisory, administrative, and consultative leadership for advanced IT functions supporting the Pennsylvania Lottery. The role serves as a technical consultant and resident expert in designing and monitoring applications, networking, database systems, testing, and implementation plans.
DESCRIPTION OF WORK This position leads advanced IT functions that support critical Lottery systems and statewide operations. It guides the planning, implementation, and oversight of complex applications, networks, and data systems to ensure strong performance.
Systems Analysis: Conduct studies of existing technology methods and recommend improvements.
Technical Guidance: Serve as a key consultant on application, network, and database design and monitoring.
Project Leadership: Set development priorities, manage schedules, and oversee implementation of technical projects.
Resource Management: Manage fiscal needs, prepare specifications, and determine contractor requirements.
Security Oversight: Direct security and disaster recovery efforts and ensure compliance with statewide policies.
Staff Supervision: Train, guide, and evaluate staff while ensuring that work aligns with organizational needs.
Work Schedule and Additional Information
Full‑time employment.
Work hours: 8:00 AM to 4:00 PM, or 8:30 AM to 4:30 PM, Monday‑Friday, with a 30‑minute lunch.
Limited after‑hours support is required.
Telework: Part‑time teleworking may be available. Telework requires a secure high‑speed internet connection, a Pennsylvania‑approved location, and compliance with applicable state regulations. Telework availability may change at any time.
Salary: The starting salary may be non‑negotiable in some cases.
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training
One year as an Information Technology Generalist Administrator 1, Senior Applications Developer, Database Administrator 1, Data Administrator 1, Information Security Specialist 2, or Network Administrator 1 (Commonwealth or equivalent federal titles), or
Six years of IT experience, including three years of technical experience in applications development/maintenance, network operation/maintenance, web site development/design, database maintenance/development, data analysis/model development, information security program administration, or other IT support/administration services; or
Four years of IT experience, including three years of technical experience in the same areas as above, and an associate’s degree in any IT field; or
Two years of technical IT experience as above, and a bachelor’s degree in any IT field; or
An equivalent combination of experience and training.
Other Requirements
Must meet Pennsylvania residency requirement.
Must be able to perform essential job functions.

This position will have access to Federal Tax Information and is subject to IRS Publication 1075, which requires an enhanced background check before employment. Acceptance of a conditional offer requires approval of criminal history reports, including a federal fingerprint check, Pennsylvania State Police clearance, local law enforcement checks within the last five (5) years, and citizenship/residency verification.
