Foreign Military Sales Program Coordinator Credence has an immediate need for an experienced Foreign Military Sales Program Coordinator who will be primarily responsible for supporting NGB/A5 at Morris Air National Guard Base, AZ.
Responsibilities
Independently provide support services to satisfy the overall operational objectives of the Foreign Military Sales (FMS) training program for partner nations' assigned dedicated case(s) located at Morris Air National Guard Base Tucson, AZ.
Provide contractor services and deliverables through performance in accordance with existing United States (US) laws, Air Force, National Guard, local guidance, performance work statement, Letter of Offer and Acceptance (LOA) as well as other governing policy applicable to the dedicated cases detachments at Tucson, Arizona.
Perform liaison functions among the assigned partnering nation country representatives, the 162nd Wing, assigned contractors, and other Government agencies to include, but not limited to the following: Air Education and Training Command (AETC), Assistant Secretary of the Air Force for International Affairs (SAF/IA), Air Force Security Assistance Training Squadron (AFSAT), Air Force Security Assistance and Cooperation Directorate (AFSAC), and NGB FMS Program Management office (NGB/A5/8) to ensure implementation of the countries' training programs in accordance with the Security Assistance Management Manual (SAMM), the assigned cases' Letter of Offer and Acceptance, all applicable Government and 162nd Wing regulations.
Work closely with the US State Department and the specific partnering nation embassy in Washington DC to ensure six‑month diplomatic clearances are issued for the continuation of dedicated case aircraft assigned to the AZANG.
Work closely with the partnering nation's Embassy to process USAF awards presented to the permanent party members assigned at the Detachment Tucson Arizona (DTA). The Program Coordinator drafts these awards and processes them through US Government channels and follows up with the country to ensure assigned military members can legally wear the awards with the country‑issued uniform.
Assist the 162nd Wing senior leadership, Financial Management (FM), assigned Country Senior National Representative (SNR) at DTA, AFSAT Security Assistance Program Managers (SAPM), AFSAC country case manager, and NGB/A5/8 FMS program manager with the resolution of program issues and tracking of program/case financial status.
Ensure equipment required to support a Country's program is provided as defined by the most current LOA, and programs are in place to maintain total accountability of assigned assets.
Ensure program financial adjustments, manpower, supply, vehicles, supplemental conditions, program additions, modifications and deletions, and other program adjustments are agreed to by all stakeholders.
Provide input for future LOAs modifications and amendments.
Assist with the development of the assigned Country's annual and year‑out training program plans, and provides recommendation during Program Management Reviews (PMR) and other scheduled programmatic events. During scheduled PMRs, the program coordinator will establish agendas, arrange facilities, ensure Entry Authorization Lists (EAL) are established with security forces, process briefings through the Foreign Disclosure Office (FDO), and track identified action items.
Develop briefings and presentations, as directed and required, relative to the program status.
Elevate potential issues affecting program execution and performance to the 162nd Wing senior leadership and country representative(s), as applicable.
Update the 162nd Wing Concept of Operations (CONOPS) as required throughout the duration of the program.
Assist in the development of appropriate Statements of Work (SOW), or Performance Work Statements (PWS), to assist the 162nd Wing secure contractor provided services in support on the Dedicated Case(s) training programs such as; aircraft painting, fuel tank painting, JP‑8 to Jet A fuel conversion, and future Advanced Targeting Pod (ATP) support, and others.
Work extensively with the 162nd Communications Flight for computer, Information Technology (IT) equipment, cell phones, and required telecom equipment replacement as required.
Assist in the scheduled and unscheduled shipments of Cartridge Activated Device (CAD) / Propulsion Activated Device (PAD) materials from the applicable partnering nation for the assigned DTA. This includes munitions, AIM‑9 guidance control units, egress Data Transfer Assembly (DTA) time change items, and other explosives as required by the country‑specific FMS case at the DTA.
Assist the dedicated case assigned fighter squadron during deployment planning to ensure requirements such as air and ground transportation is coordinated conducive to a smooth logistical flow of aircraft and personnel.
Work extensively with 162nd Wing Quality Assurance, assigned maintenance squadron, and the country's maintenance officer to ensure the annual maintenance accreditation process is on track for approval by the partnering nation's maintenance aviation authority, or equivalent and applicable.
