Subcontracts Program Management Leader

The Subcontracts Program Manager will lead a high-performing team of subcontract professionals responsible for the Vertical Launch Systems (VLS) portfolio. This role will:

• Design and execute comprehensive subcontracting strategies that align with VLS program schedules, cost targets, and technical objectives.
• Lead complex subcontract negotiations, enforce FAR/DFAR/ITAR/EAR compliance, and maximize program value.
• Proactively identify technical, schedule, cost, and compliance risks; develop and implement mitigation plans.
• Manage and mentor engineers, quality, procurement, finance, and program staff to ensure seamless subcontract execution.
• Build strong relationships with internal program leadership, external suppliers, and government customers.
• Develop KPI dashboards, analyze supply-chain data, and provide actionable recommendations to senior leadership.
• Staff proposal activities, embedding supply-chain best practices into SOW development, RFP creation, negotiation, and bid strategy.
• Travel up to 25% to supplier sites, government customers, and program meetings (including international locations).
