Summary
This position is in the Electronic Health Record Modernization Integration Office (EHRM-IO), under the Office of the Deputy Secretary of VA (DEPSECVA). The incumbent serves as an IT Project Manager managing IT projects related to maintaining, creating, and implementing an efficient EHR to meet EHRM-IO's multimillion-dollar long range mission, products, and service requirements.
This position will be physically located in a VA owned or leased office/space and require up to 75% official travel.

Conduct program and project research and performance analysis, delivers guidance for process improvement, and manages the implementation of that guidance. Monitor meaningful performance metrics used in evaluating the accomplishments of program and project goals and objectives. Ensure programs, projects, policies, and operations align with applicable IT management regulations and guidance. Represent facility on interagency work groups as needed to develop Government-wide IT policy initiatives and solutions to critical issues. Evaluate, monitor, and ensure compliance with Federal, VA laws and regulations, policies, standards, or procedures. Identify standards or requirements for infrastructure, technical configuration or technical change management, Section 508 Accessibility compliance. Develop methods to monitor and measure risk, compliance, and assurance efforts. Evaluate programs and projects to deliver value-based recommendations for funding considerations. Perform effective coordination and integration of all areas of responsibility with geographically dispersed resources and matrixed resources assigned to a project. Participate in negotiations, joint planning activities, information gathering sessions, strategic planning sessions and evaluation of projects. Work Schedule:

Qualifications

Minimum Qualification: The demonstration of knowledge, skills, and abilities/competencies which demonstrate the likelihood to perform successfully the duties of the position and is related to the work of the position to be filled. These knowledge, skills, and abilities/competencies are normally attained through the equivalent of one year of specialized experience equivalent to the next lower grade level of the position being filled but may now be obtained through other means. Such demonstratable knowledge, skills, and abilities/competencies may be typically gained in the IT field or through the performance of work where the primary concern is IT or other means (e.g., licensure, certification, registration, or special training).
You must possess one-year of Specialized Experience equivalent to at least the GS-13 level. Specialized experience is defined as experience that demonstrate proficiency in initiating and managing IT projects. Conducting technical studies and managing the preparation of project documentation, including evaluating, analyzing, and developing functional specifications impacting current systems architecture and future operations. Demonstrate experience adapting new concepts, policies, processes, and best practices related to EHR project management. Experience providing guidance on IT and organizational management concepts, monitoring performance metrics, and managing risk and compliance. Experience in project integration, reporting, and providing strategic IT assessments to leadership. Experience demonstrates thorough understanding of federal laws, policies, and guidelines to ensure compliance and effective management of IT operations and project initiatives. NOTE: The Specialized Experience MUST be substantiated in your resume.
