Position Overview This position provides business analysis and project coordination support for a migration initiative within the Office of Epidemiology (OEPI). The role requires close collaboration with business teams, federal and state partners, and coordination with VITA. The ideal candidate will be adept at managing and tracking tasks across multiple stakeholder groups to ensure consistent progress. The Business Analyst will ensure business requirements, enhancements, modifications, and newly identified business initiatives related to the needs of application and data migration are thoroughly documented for successful implementation of Information Technology solutions. They will also assist in creating and updating security documents.
Key Responsibilities
Follow requirement elicitation strategies to gather requirements from business stakeholders for tasks related to application data migration.
Facilitate project conference calls, status meetings, planning sessions, and provide meeting notes.
Be a consultant to customers and communicate project status throughout the project lifecycle.
Keep the project team informed of key issues and tasks that require follow-up in a timely manner.
Facilitate calls with different teams to drive necessary information.
Engage with business team, state partners (VITA), and federal partners such as CDC.
Document current state, future state process, GAP analysis, requirements documentation, and user stories with acceptance criteria.
Represent requirements in process flow and other suitable pictorial diagrams.
Actively participate in functional and systems integration unit testing; create test plans, scenarios, and testing results.
Assist customers with user acceptance testing.
Develop and present training to customers, documenting user manual when needed.
Provide implementation and maintenance support.
Utilize system-based project management applications, collaboration applications, and MS Office applications (SharePoint, MS Project, Teams, etc.).
Required Qualifications & Experience
Demonstrates skill in project planning, requirements gathering, business analysis, business process mapping, procedural writing, process engineering (Required, 7 Years).
Demonstrates problem‑solving, active listening, negotiation, conflict resolution, group visitation, written and oral communication (Required, 7 Years).
Excellent facilitation, collaboration, negotiation, organization, time management, and presentation skills (Required, 7 Years).
Documenting and understanding customer requirements, processes, and design/ programming specifications (Required, 7 Years).
Skilled in business analysis, requirements solicitation and documentation (Required, 7 Years).
Meeting facilitation with customers and technical teams (Required, 7 Years).
Knowledge and experience using multiple project management methodologies such as Waterfall, Iterative, and Agile (Required, 7 Years).
Knowledge of system development lifecycle (SDLC) methodologies, quality assurance techniques, and change management procedures (Required, 7 Years).
Skilled in reading logical data models, databases, and programming specifications developed from customer requirements (Required, 5 Years).
Ability to blend methodologies together in the right proportions to fit a project and business environment (Required, 7 Years).
Operate effectively in a changing environment with multiple priorities (Required, 7 Years).
Strong attention to detail and ability to follow through (Required, 7 Years).
Excellent verbal and written communication skills (Required, 7 Years).
Strong analytical, planning, and organizational skills with ability to manage competing demands (Required, 7 Years).
Bachelor’s degree in Information Technology, Information Systems or Computer Science, or equivalent experience (Required, 7 Years).
Knowledge of quality assurance techniques and change management procedures (Required, 7 Years).
Working knowledge or awareness of relational databases, data modeling concepts, and ETL (Extract, Transform, Load) processes and tools (Desired, 6 Years).
Experience with healthcare information systems such as disease surveillance systems (Desired, 5 Years).
Experience performing systems analysis and/or coordinating application development projects (Desired, 5 Years).
Experience or knowledge with the Commonwealth of Virginia Information Security Standard, SEC 530 (Desired, 2 Years).
