Responsibilities of the Senior Data Analyst (Statistician III) The Senior Analyst is to provide access to data for the compilation of complex data reports and analysis. Consults with the Assistant Director of the Office of Information Technology and Data Analysis on all data extraction for external and internal reports. The Senior Analyst will also assist in the development and implementation of new IT Technologies and infrastructure for the agency. Performs activities to include research, comprehensive data collection, evaluation, analysis and presentation of Higher Education Data. To assist in the Office of Information Technology and Data Analysis in the collection and processing of data from the Institution of Higher Learning in the State of South Carolina. Provides assistance in the processes and efforts to harvest and convert post‑secondary data into actionable information for decision‑making. This position assists in the development and interpretation of the “CHEMIS” Data Warehouse. The Senior Analyst serves as one of the knowledge bases within the Office in providing guidance in programming, analysis and reporting of all data reports. The position works directly with the Public Institution of Higher Education Institutional Researcher to assist in all data reporting requirements and needs.
The Senior Analyst position will provide support for the management of CHE's data systems CHEMIS and CHEMIS 2.0. Perform analysis for presentations and reports related to Higher Education Data. Work in conjunction with the Director of Data Management Planning & IT and the Senior Data Manager to ensure the integrity of the CHEMIS data system. Query the CHEMIS Data system using SQL, SQL Thing & R.
Create and execute processes and procedures that ensure that all systems, products, and services meet the agency and the Department of Administration. Division of Information Technology standards and end‑user requirements. Write programs to support data reporting requirements at the local, state, regional, and federal level.
Develop reports and analyze Higher Education data for internal reports, tables or other graphic presentations as well as narrative reports. Provides technical expertise, research and troubleshoots issues with the CHEMIS data system, to provide solutions for data exporting requirements. Completes analysis of data in coordination with members of the staff for complex reporting and presentations. Assists in internal and external data reporting. To include research, trends, and outcomes using the CHEMIS system as well as external data sources.
Analyzes the impact of the proposed legislation to the CHEMIS 2.0 data reporting. Prepares planning information, documentation, and data schemes that will allow CHE to comply with changes in the data collection. Perform research and analysis for presentation and reports related to Higher Education Data. Work in conjunction with the Director of Information Technology and Data Analysis to ensure the integrity of the CHEMIS data system. Provide team leadership in the development of new databases.
Serves as the point of contact for the state's new AL Policy and Initiatives. Work as the workflow assistant responsible for the management of IT related projects and provides agency‑wide technical assistance. Perform demographic trend analysis using the national higher education data that is used for IPEDS, CHEMIS, SREB, NSC, and DOE.
Assists in the development of comprehensive data collection, evaluation and analysis function relating to complex subject areas. Assists in analyzing data requirements, application and processing architectures, data dictionaries, and database schema(s). Assists in designing, developing, amending, and optimizing and certifying database schema design to meet system(s) requirements. Assists in preparing test plans and writing documentation. Works with users to analyze their requirements.
Travel to conferences and attend training related to higher education data. Assess data processes and reporting in CHEMIS, both verifying that data submitted corresponds to the verbiage or the reporting and translating programs and procedures to more accessible programming languages and platforms.
Other duties as assigned.
Qualifications
A bachelor's degree and professional experience as a planner, researcher, or statistician. Experience with business analytical tools, such as Cognos, Power BI, SAS, Crystal Reports, as a developer and or report writer. SQL database, enterprise applications, operating systems, troubleshooting, problem resolution, acquisition and replacement. Knowledge of computer and computer applications. Knowledge of compilation, analysis and presentation of statistical and research data.
Additional Requirements
Position may require overnight travel.
Position may require the employee to work evenings and weekends.
The ability to coordinate the work of professional/technical staff; coordinate efforts with other divisions, agencies and organizations, and present information effectively both orally and in writing.
