Job Summary The Database Administrator (Systems Analyst VI) focuses on Oracle database administration and development functions in support of web-based applications used statewide in various stages of design, implementation, enhancement, and maintenance. Work involves automating processing, troubleshooting, customer support, SQL performance tuning, planning, analyzing user requirements, procedures, and problems to maintain existing functionality as well as programming to implement new functionality on existing systems. The position will provide solutions for critical cross-agency business process analysis projects for Health and Human Services Commission (HHSC) agencies, as well as perform analysis and development of complex business processes through proven or creative system solutions. Work is performed in an Agile environment and creativity is encouraged. Mentorship of junior team members will also be a key requirement of this role. The Database Administrator reports to the HHSC IT Admin Applications Director of Application Development.
Essential Job Functions
Architects, implements, and supports highly available, secure, and scalable database platforms across HHSC Cloud and hybrid environments. (20%)
Leads and executes database migrations, including on premises to cloud transformations, Oracle to Oracle/SQL Server conversions, workload modernization, and Query optimization. (20%)
Installs, configures, upgrades, patches, and maintains relational and non relational database technologies while ensuring compliance with strict security and governance requirements. (20%)
Designs and manages HA/DR solutions—including Golden Gate replication, clustering, failover, and backup/recovery—to protect mission critical workloads. (15%)
Drives automation-first practices by building database automation and CI/CD workflows. (15%)
Performs Crystal Reports Development and/or Business Objects Universe maintenance by consulting with the users to gather information about program needs, objectives, functions, features, and input-output. (5%)
Participates in Agile ceremonies and completes other job duties as required. (5%)
Knowledge, Skills, and Abilities
Knowledge of Software Development Lifecycle (SDLC) process for report development.
Knowledge of Oracle architecture (SGA, PGA, redo/undo, etc.).
Knowledge of industry standards for databases such as Oracle and/or SQLServer.
Knowledge of Agile Methodologies.
Knowledge of Query Optimization.
Skill in information technology equipment and computer systems.
Skill in oral and written communications that convey technical analysis and data results in common business terms that management, executive, and non-technical customers can understand.
Skilled in migrating mission critical Oracle databases.
Skilled with general-purpose systems language such as Python, Perl, Unix Shell and/or database language SQL, PL/SQL, Rust.
Skilled with performance tuning (AWR, ASH, execution plans, indexing) and Query Optimization.
Skilled with scripting (Bash).
Skilled with Linux/Unix administration skills (RHEL, Oracle Linux).
Skilled with production experience managing systems or database environment.
Skills migrating Oracle databases from on‑premises to cloud platforms.
Skilled in Oracle replication tools like Goldengate, Data Guard.
Skilled in RMAN backup and recovery, Data Pump including restore and disaster recovery scenarios.
Skilled with Oracle Database (11g/12c/19c or later).
Skilled with Oracle RAC and/or Exadata.
Skill in troubleshooting, performance tuning, and problem solving.
Skill in consulting with users to gather information about program needs, objectives, functions, features, and input-output requirements.
Ability to provide technical assistance by responding to inquiries from others regarding errors, problems, or questions about programs.
Ability to independently facilitate meetings and build consensus across multiple teams and working with teams located in different geographic locations.
Ability to effectively train and mentor other team members.
Ability to provide excellent customer service.
Ability to learn and quickly comprehend new concepts.
Ability to perform Root Cause Analysis.

Qualifications Required Skills and Experience
Minimum of 8 years of experience working with large data sets in an Oracle environment.
Minimum of 8 years of experience programming—writing complex stored procedures using SQL.
Minimum of 8 years of experience in database design such as Queries, Cursors and Triggers.
Minimum of 5 years of experience in enterprise database migrations on‑prem‑cloud transformations.
Minimum of 5 years of experience supporting, maintaining and monitoring multi‑tier, mission‑critical Enterprise systems.
Minimum of 5 years of experience SQL performance tuning in Enterprise Oracle databases.
Minimum of 5 years of experience with Software Development Lifecycle (SDLC) process, coding standards, change control, and version management.
Minimum of 2 years of experience with Agile methodologies – (Scrum, for example).
Preferred Skills And Experience
Preferred 8 years of experience as a senior Oracle database administrator.
Preferred 2 years of experience with GoldenGate 11.x or above.
Preferred experience with OEM and RAC.
Benefits Benefits and compensation are commensurate with the role's requirements and responsibilities. Future years’ compensation is determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
