Job Summary This position is located in the Office of Out of School Time Grants and Youth Outcomes (OST Office), which is located in the Office of the Deputy Mayor of Education (DME). The OST Office promotes high quality afterschool and summer programs for all District residents through targeted grantmaking, technical assistance, capacity building, and advocacy. This position provides agency level policy and program direction for management of the OST Office based on high-level data collection, evaluation, and analysis. The Manager, Data Analysis and Evaluation serves in a supervisory capacity to members of the data team (Data Analysts). Incumbent supports the research, evaluation, data requests, and data support for programs used across the entire spectrum of OST programming serving children and youth in grades K-12 who reside within the District of Columbia. Responsibilities Direct the activities of a staff of Data Analysts who perform statistical analyses, produce authoritative reports, support the evaluation of OST programs, provide technical assistance, and fulfill data requests from OST staff, grantees, and OST stakeholders and community members. Develop comprehensive systems to support the utilization of data to improve OST outcomes for the OST Office, grantees, and programs. Collaborate with the Supervisory Grants Management Specialist to ensure the most effective utilization of grants and grantee data for compilation, collection, evaluation, and analysis on an established data reporting schedule. Partner with the OST Office’s Executive Director and the Supervisory Grants Management Specialist to collaborate and build strong working relationships with DCPS, OSSE and other government agencies to develop cross-agency strategies for best practices in data management and evaluation. Lead and manage OST partnerships with database management vendors internal or external to DC government and ensure compliance with data privacy policies. Participate in the development of strategic and operational plans with the Executive Director, Supervisory Grants Management Specialist, and other members of the OST leadership team to analyze proposed changes based on data collection/management and assess the impact of data on OST program requirements. Develop and implement an annual data collection and analysis action plan and schedule that organizes and maps out for the OST Office: (1) annual reporting requirements (including accountability reporting and schedule), (2) trainings in analysis and data utilization for OST staff and program providers; (3) analysis and studies on OST priorities; (4) policy, program, and data requirements development; and (5) recommendations for how the findings from the annual OST Office needs assessment can be best incorporated into the work of the OST Office, etc. Direct the regular publication of analytic reports using data; this includes interactive online data displays and printed reports. Fulfill all data requests for the OST Office, e.g., data for the OST Office’s Annual Report. Develop and recommend strategies on matters related to data tracking and research, design data collection methodologies, and prepare reports of the findings and recommendations while staying abreast of pertinent research procedures. Represent the OST in state and national information conferences and speak publicly on behalf of the DC OST Office data and underlying analysis systems. Supervise a staff of professional employees, assigning and reviewing their work; recommending selection, promotion, and termination; and set performance expectations and prepares performance evaluations. Support and align with EEO principles and initiatives in the work. Set overall objectives and data resources available to the OST Office staff, and develop data deadlines, projects, and work to be completed. Coach and motivate staff professionals to excel in creating positive solutions to improve service delivery. Qualifications At least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to: Directing the activities of staff to perform statistical analysis, produce authoritative reports, support evaluations of state educational programs, and fulfill data requests from the research community.
