Job Description:
Seeking an experienced PM/Business Analyst to support enterprise modernization initiatives focused on converting legacy systems into modern web-based applications. The ideal candidate will possess strong expertise in business analysis, project coordination, legacy application analysis, modernization planning, .NET technologies, SQL-based systems, and SDLC methodologies. This role requires working closely with technical teams, architects, developers, database administrators, and business stakeholders to analyze legacy functionality and translate it into detailed, actionable requirements for modern web platforms. The candidate should have strong stakeholder management, documentation, workflow analysis, and communication skills to support fast-paced modernization projects within large-scale regulated or enterprise environments.
Key Responsibilities
Lead business and technical analysis efforts for enterprise legacy modernization initiatives
Analyze legacy systems, workflows, business logic, and databases to support modernization planning
Gather, document, validate, and manage business, technical, and functional requirements
Translate legacy system functionality into detailed requirements for modern web-based solutions
Perform gap analysis between current-state and future-state systems
Collaborate with .NET development teams, database administrators, architects, and SQL teams
Support project planning, milestone tracking, task coordination, and reporting activities
Facilitate stakeholder meetings, walkthroughs, requirement reviews, and project discussions
Support development and testing teams by clarifying business and technical requirements
Identify project risks, technical dependencies, compliance gaps, and mitigation strategies
Create detailed, testable, and traceable business and technical documentation
Communicate project updates, risks, and modernization progress to stakeholders and leadership
Support modernization roadmap planning and implementation activities
Additional Responsibilities
Coordinate activities with cross-functional business and technical teams
Review workflows and recommend modernization and process improvement opportunities
Support issue escalation, dependency management, and risk mitigation activities
Participate in SDLC governance, documentation, and project lifecycle activities
Maintain productive stakeholder relationships in fast-paced project environments
Adapt to changing technical priorities and modernization requirements
Perform additional PM/Business Analyst duties as assigned
Required Skills
11+ years of experience in legacy system analysis and modernization initiatives
11+ years of experience with SDLC methodologies and project lifecycle activities
11+ years of experience gathering, documenting, and validating requirements
Strong experience translating legacy applications into modern web-based solutions
Strong stakeholder facilitation, consensus building, and communication experience
Strong project coordination, planning, and task tracking experience
Knowledge of SQL-based systems, data models, and integrations
Experience reviewing workflows and identifying modernization opportunities
Ability to create clear, detailed, and testable business requirements documentation
Hands-on experience collaborating with .NET development teams and SQL databases
Experience working in government or regulated enterprise environments
Ability to identify compliance gaps, system limitations, and recommend improvements
Qualifications
11+ years of PM/BA or Business Analysis experience required
8+ years of experience converting legacy applications into web-based solutions required
8+ years of experience working with .NET development teams and SQL databases required
8+ years of experience supporting large-scale government or regulated IT systems required
8+ years of project management methodology experience required
Strong stakeholder communication, leadership, and coordination skills required
Ability to work independently and across multiple teams in enterprise environments required
Education
Bachelors degree in Business, Computer Science, Information Systems, or related field required
Certifications
PMP preferred
PMI-PBA preferred
CBAP preferred
Similar Business Analysis or Project Management certification preferred
