Job Summary The Telecom Design Engineer is responsible for design engineering, planning, and execution of telecommunications and data center network projects in support of UMMC’s enterprise environment. This role supports UMMC hospitals and remote clinics throughout the state and ensures network cabling and fiber infrastructure, standards, protocols, and systems are designed and implemented to meet performance, reliability, and regulatory requirements.
Education & Experience Required Degree (Associate’s or Bachelor’s) and at least three (3) years of work experience in communications systems, data center networking design and implementation, cabling/fiber, project management, or information technology infrastructure.
Certification Required Registered Communications Distribution Designer (RCDD) must be obtained post‑hire within twelve (12) months.

Knowledge of telecommunications, telephone and fiber standards and best practices.

Ability to resolve complex telecommunication problems or escalated issues.
Ability to design, test, maintain, monitor, document/map campus fiber and troubleshoot end‑user telecommunications hardware and voice/data devices.
Ability to distinguish colors.
Ability to perform preventative maintenance and maintain inventories and documentation.
Knowledge of installing telecommunications equipment, splicing and terminating fiber.
Ability to train and mentor subordinate personnel.
Experience with patch manager software, termination and troubleshooting of fiber optics, fluke devices including CertiFiber Pro, OTDR, and fiber fusion splicer.
Responsibilities
Provide telecom engineering services within UMMC Telecom and Network Infrastructure, including office buildings, operational centers, cabling/fiber termination, locations, documentation of telecom MDFs, telecom shelters, overhead intercom paging systems, equipment cabinets, etc.
Design and implement new time‑division multiplexed and packet transport communication systems on fiber optic cable and/or standard CAT cabling, aligned to meet all identified needs as well as anticipated future service requirements.
Create and maintain GIS information, system design, and provisioning records for UMMC Network and Telecommunication operational support system. Experience with AutoCAD, Blue Beam, Patch Manager, and solid skills with Microsoft Office Software (particularly Excel and Visio).
Plan, develop, and deliver detailed engineering packages to drive and support the actions of skilled craftsmen in the field as they install, test, and turn up fiber optic cable plant and communication systems.
Provide planning and implementation services in the Information Technology (IT) and Information Management (IM) areas of emerging capabilities and project management. Must have knowledge of ITIL principles and framework. Support the development/update of all plans related to IT Continuity of Operations, Enterprise Architecture, Asset and License Management, Strategic Planning, and Project Management.
Perform onsite or desktop surveys. Help prepare documentation packets to include floor layouts, lists of major items of equipment, rack face elevation drawings, schematic drawings reflecting equipment interconnection and terminations, cable cut sheets, labeling, duct layouts, installation specifications, and as‑built documentation.
Support DIS, Facilities, Electrical contractors, Planning and Development, Project Managers at UMMC and contracted third‑party.
Fire and safety network closed/open designs; enterprise intercom and overhead paging experience.
Familiar with installation of fiber sleeves, wipes, cable tags and tie wraps. Manage installation of conduit, risers, cable trays or cable ladders. Ensure installations comply with applicable codes such as ANSI/TIA/EIA‑588‑B, NEC and other local and national codes concerned with quality and safety. Training on these codes will be provided if necessary.
Work with Facilities and Fire & Safety on elevator communication and testing along with fire fiber ring.

Physical and Environmental Demands Requires occasional exposure to unpleasant or disagreeable physical environments such as high noise level and exposure to heat and cold, handling or working with potentially dangerous equipment, working hours beyond regularly scheduled hours, travelling to off‑site locations, bending, lifting and carrying more than 100 pounds, climbing, crouching/stooping, driving, kneeling, pushing/pulling, reaching, sitting, standing, twisting, and walking. (Occasional-up to 20%, Frequent-21% to 50%, Constant-51% or more).
