With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work supervised by DOHMH. This is a grant‑funded position ending on November 30, 2027.
Program Overview This position is critical to support the core functions of the Division of Administration, Bureau of Human Resources, Workforce Analytics Unit.
The Bureau of Human Resources and Labor Relations provides, by developing and implementing policies, programs, and services, human resource management that supports the values, vision, and mission of the agency. The HR Workforce Analytics Unit drives HR business process improvements including systems automation, providing workforce reporting analytic solutions and visualizations, fulfilling day‑to‑day data analysis requests across the agency, and overseeing user permission access authorization for HR Central applications.
Position Summary The Bureau of Human Resources and Labor Relations, Workforce Analytics Unit, is seeking a Business Intelligence Report Developer to join our team. This role reports directly to the Senior BI Report Developer. The position is critical for the success of business decisions made by the bureau, senior management, and leadership by delivering time‑sensitive, complex reporting and analytic projects with short deadlines.
Duties
Work with all HR cross‑functional teams and other key stakeholders across the agency to identify and implement improvements within HR business processes, Human Resources compliance management, Incident Command System logistics, and other initiatives.
Develop, maintain, and manage advanced reporting, analytics, dashboards and other BI solutions for scalability, manageability, extensibility, performance, and re‑use.
Work through iterative review cycles to deliver results that meet or exceed user expectations.
Perform and document data analysis, data validation, and data mapping/design.
Review and improve existing systems and collaborate with teams to integrate new systems.
Conduct unit tests and develop database queries and objects to analyze effects and troubleshoot issues.
Design and implement data models to support business intelligence.
Apply advanced SQL skills to build data models that power Power BI dashboards.
Migrate or replicate existing SSRS and Tableau reports to the Power BI environment successfully.
Triage issues and manage support, providing proper articulation and reporting of work productivity status to supervisor and HR stakeholders and conducting status meetings.
Create and establish project plans and tasks to ensure timelines/deadlines are met.
Develop requirement documents, prepare design specifications, document existing data transmission, loading and reporting processes.
Establish and monitor best practices, policies, procedures and documentation for HR Analytics new solutions in our data warehouse.
Assist in analytics and other related projects across departments as needed.
Qualifications
Bachelor or advanced degree in Information Systems, Technology, Finance, Economics, or other relevant field is a plus, but not required.
Strong experience developing and maintaining metrics, dashboards, scorecards, and management reports using Excel, Power BI, Tableau, or similar tools.
4–5 years of experience as a dedicated Power BI, SSRS, Tableau developer.
Knowledge of Power BI, and Tableau Server, Tableau Online and Tableau Desktop.
Extensive experience in developing, maintaining, and managing Power BI and Tableau‑driven dashboards & analytics.
Working knowledge of Power BI and Tableau administrator/architecture.
Advanced Power BI and Tableau development skills required.
Understanding of advanced calculations and statistical functions.
Extensive understanding of SQL, relational databases, and normalization.
Proficiency in use of query and reporting analysis tools, preferably MS SQL Manager.
High level of competency in Excel (macros, pivot tables, etc.).
Proven ability to work with business owners in identifying reporting and dashboard requirements.
Exemplary oral and written communication skills, with the ability to translate technical concepts to a non‑technical audience.
Ability to independently manage and prioritize tasks in a fast‑paced, constantly evolving environment.
High attention to detail, data confidentiality, and accuracy.

Additional Information
This is a temporary grant‑funded position ending November 30, 2027.
This individual must reside in the tri‑state area (NY, NJ, CT) by the confirmed start date.
Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
This individual will be expected to work non‑business hours during emergencies.
