The Financial Services Office provides core business and financial activities that allow the agency to operate and ensure financial stability. OneWA, the statewide effort to modernize finance, HR, payroll, procurement, and budget, will place a heavy burden on agencies during transition from legacy systems. For DOL, the systems govern revenue collection for licenses and fees related to vehicles, drivers, businesses, firearms, and Uniform Commercial Code filings.
Job Summary We are recruiting a Financial Systems Administrator to oversee system requirements gathering, end‑to‑end testing, change management, and technical training as each system change or upgrade impacts accounting functions. The successful candidate will ensure financial systems report, interface, and operate on time and accurately reflect our financial position.
Responsibilities
Establish, manage, and participate in the agency’s entire accounting functions and broader system modernization efforts.
Work closely with SMEs, product managers, owners, business analysts, the OneWA project team, and vendors.
Serve as the Financial Services Office’s point of contact for system changes, updates, and reporting to the Chief Financial Officer.
Monitor system change requests, ensure proper prioritization, and coordinate clarifications for programmers.
Provide assistance to accounting staff and play a critical role in success.
Provide primary oversight and responsibility for the financial component of business technology applications.
Develop proficient knowledge of accounting aspects for any system with a financial component.
Facilitate routine trainings with staff sharing that knowledge.
Lead, facilitate, and document a shared understanding of the business problems for Finance and other divisions.
Provide solutions and determine the scope of projects for enterprise systems used statewide.
Create and facilitate a testing plan to ensure data integrity after major system updates.
Manage the development of specific training materials to support changes in statute, rule, advances in technology, or to meet operational demands of supported divisions and internal DOL systems.
Qualifications
Ten (10) years of combined professional experience in budgeting, accounting, auditing, or financial reporting, with a concentration in accounts receivable and billing.
20 semester/30 quarter hours of accounting coursework or closely related field.
Ability to demonstrate time management, multi‑tasking, and prioritization skills.
Excellent oral and written communication skills, with experience influencing stakeholders, sponsors, and team members.
Ability to actively communicate with managers, peers, and subordinates timely.
Skill in identifying and resolving conflict, establishing compelling rationale, and focusing conflicts around shared goals.
Ability to maintain stable performance under pressure, handle stress, and provide structure to boost productivity.
Decision‑making skills: identify problems, gather and analyze information, establish criteria, evaluate alternatives, and make timely decisions.
Proactive management of people and activities, analyzing potential disruptions before they occur.
View the big picture while performing detailed tasks; structure work efficiently; clarify roles and responsibilities.
Set direction and use interpersonal influence to gain alignment/agreement.
Embody respect, trust, diversity, equity, and inclusion, growing a culture of belonging.
Commit to learning and growth, and to meeting the needs of others.
Strong organizational skills.
Knowledge of the financial system being transformed and understanding of how that system integrates with other processes and initiatives.
What May Help Set You Apart
Master’s degree.
24 semester/36 quarter hours of accounting coursework.
Certification as a public accountant.
Eight years of professional experience in finance, specifically accounts receivable and billing.
In‑depth familiarity with Washington State laws, regulations, and administrative/accounting policies, and generally accepted accounting principles (GAAP).
Project management experience or certification.
Additional Requirements of Employment
The ability to work in‑person two days a week or more as business needs arise.
The ability to travel overnight and out of state.
