Education, Training, and Experience Graduation from an accredited four‑year college or university with major coursework in cybersecurity, information technology, or a closely related field; and at least five years of progressively responsible professional‑level experience in information security governance, programs, tools and technologies including network monitoring and vulnerability management; or an equivalent combination of education, training, and experience.
Experience managing enterprise systems and platforms such as Microsoft 365, Azure, Windows/Linux servers, Active Directory, and core security tools including firewalls, SIEM, VPNs, and endpoint protection. Skilled in threat detection, network analysis, and responding to security alerts. Experience supporting security for Operational Technology (OT) or Industrial Control System (ICS) environments is desirable, including participation in simulated cyber‑attacks (red team) and defense (blue team) scenarios.
Licenses, Certificates, and Special Requirements A valid California driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance policy.
Possession of one of the following information security certifications or similar certification:
Certified Information Systems Security Professional (CISSP)
Certified Ethical Hacker (CEH)
Certified Information Security Manager (CISM)
Certified Information Systems Auditor (CISA)
Security+ (Plus) Certification
International Society of Automation (ISA) 62443
Skills and Abilities
Strong understanding of cybersecurity principles and best practices, with the ability to identify and respond to security threats, assess risks, and help protect critical business and operational systems.
Experience working with cybersecurity tools and technologies such as firewalls, endpoint protection, SIEM platforms, vulnerability management tools, and network monitoring systems to support threat detection and incident response efforts.
Ability to support and maintain cybersecurity policies, standards, and procedures while helping ensure compliance with industry frameworks, regulatory requirements, and organizational security objectives.
Excellent communication and collaboration skills, with the ability to work effectively with technical and non‑technical staff, provide cybersecurity guidance and training, and prepare clear and organized reports and documentation.
