The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy‑to‑use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.
Exchange is a public‑private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in‑person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

Summary The Database Administrator is responsible for administering and maintaining the organization’s on‑premises and Azure‑based database platforms. Ensuring high availability, security, and optimal performance by following established standards, procedures, and automation practices. Work includes building and executing SQL and cloud‑native scripts to manage and modify data, collaborating with the Senior Database Administrator on performance and scalability improvements, and leading initiatives for physical data modeling and architecture design across hybrid infrastructures.
Duties and Responsibilities
Installs, patches, upgrades and maintains the system health for the database servers.
Builds database schemas and structures based on customer needs and established standards.
Suggests performance tuning of database systems/servers and database structures.
Identifies database requirements by interviewing customers; analyzing department applications, programming, and operations; and evaluating existing systems and designing proposed systems.
Evaluates and runs SQL and other database scripts.
Uses data and database processes and procedures for daily tasks such as log analysis.
Implements and maintains transactional replication for the database environment.
Troubleshoots DB integrity and performance issues.
Schedules and automates SQL jobs.
Develops backup and restore strategy.
Performs indexing and parameter optimization.
Builds utility and tool development for database support.
Collaborates across Dev and User teams related to database setup and data‑related activities.
Provides on‑call rotation support.
Assesses and sets up monitoring tools.
Evolves security auditing and maintains server & DB permissions.
Documents business continuity, plan processes and procedures.
Troubleshoots and resolves database integrity issues, blocking and deadlocking issues, replication issues, log shipping issues, connectivity issues, security issues, and more.
Develops and maintains SQL jobs based on maintenance tasks and the needs of Dev and User communities.
Schedules backups to meet organizational RTO and RPO objectives.
Restores data and databases as required.
Tests data recovery at regular intervals.
Participates and provides feedback on disaster recovery plans and tests.
Maintains database performance by calculating optimum values for database parameters.
Creates and suggests changes to indexes and performance methods.
Supports database functions by designing and coding utilities.
Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state‑of‑the‑art practices, and participating in professional societies.
Contributes to team effort by accomplishing related results as needed.
Works closely with various Dev and User Community teams in progress of HBE goals and strategies.
Generates reports using Microsoft SQL Server Reporting Services (SSRS).
Models data using Microsoft Data Warehouse technologies.
Creates database reports using Business Intelligence concepts and best practices.
Manages database‑related DNS, DHCP, Active Directory, and Group policies.
Migrates databases from on‑premise to Azure SQL.
Identifies large tables and partitions them based on usage and application, applying compression and encryption.
Configures SQL monitoring systems or similar products for managing multiple SQL Server instances.
Conducts root‑cause analysis and develops SOP documents.
Qualifications
Seven years of experience in enterprise SQL database administration with large‑scale, mission‑critical applications (Microsoft SQL Server 2016+, MySQL, etc.).
Experience with SSMS, MS tools, Azure VM deployment, lifecycle patching, and Azure SQL database.
Experience with data modeling, ER/physical design tools.
Experience with database server performance and optimization tools.
Experience understanding OLTP and OLAP concepts.
Experience with ADF triggers and activities, data integration, and performance monitoring.
Experience with role‑based access control, Active Directory, Azure AD, and encryption standards.
Experience implementing replicated databases.
Experience using performance tools such as Extended Events, SQL Profiler, Azure Diagnostics, blocking/deadlock analysis.
Experience scheduling jobs using SQL Agent, ADF scheduling, and Logic Apps for orchestration.
Experience managing database backup, restore, and data archiving tasks, Azure Backup, Recovery Vault, LRS, ZRS validation, and compliance.
Experience with database performance metrics, query optimization tools, and cloud‑based tuning.
Excellent written, oral, and presentation skills and the ability to communicate complex concepts.
Experience being on call rotation support 24 × 7 for monitoring and handling severity problems.
Familiarity with SQL Monitor or similar products for managing multiple SQL Server instances, Azure cloud, and third‑party tools.
Experience in database auditing, roles, and permissions.
Better understanding of database internals.
Experience with database backup and restore.
Experience with DB‑as‑a‑service solutions for backup and recovery.
Excellent analytical skills: ability to identify core issues and formulate actionable plans for complex, cross‑boundary problems.
Self‑motivated and driven to improve processes and increase velocity.
Experience working with data‑warehouse teams and understanding their concepts.
Better understanding of BI tools.
Bachelor’s degree in computer science or related field, or equivalent training and experience.
Scripting knowledge for automating day‑to‑day tasks (Shell script, PowerShell).
Experience with automation tools like PowerShell, Python, Azure SDKs, SSMS scripting, and tooling automation.
Experience developing and maintaining SQL jobs for maintenance tasks, tools, and user community requirements.
Experience participating and providing feedback on disaster recovery plans and tests.
Experience in database partitioning, compression, and encryption.
Professional demeanor; ability to represent projects to stakeholders in a friendly, unbiased, and professional manner.
Experience with SSIS concepts.
Experience with SSRS concepts.
Experience working with network and system administrators.
Experience migrating databases from on premise to cloud.
Experience tuning database performance.
Experience setting up database monitoring systems.
Certification in Microsoft SQL Server.
Special Requirements A criminal background screen will be conducted for candidates under final consideration, and if hired, every five years of employment where highly sensitive data is processed or maintained by the position. The incumbent in this role will also be required to complete a federal fingerprint background check. The results of these background screens must meet the Exchange’s eligibility standards.
