Inspection Manager

The Inspection Manager recommends and assists in setting goals and objectives for the Building Inspection Program and manages policies and procedures. This position plans, prioritizes, and supervises staff involved in inspections and investigations, addresses difficult inspection issues, and ensures staff training and proper record-keeping. This position performs field inspections of various buildings and coordinates activities with other County departments and external agencies.

We Require

  • Five years of experience in building inspections or plan review with a code enforcement public or municipal agency, including two years of supervisory experience
  • Bachelor's degree in Architecture, Engineering, Construction Management, Business Management, or a related field
  • Post-secondary education in a related field may substitute for the required inspection experience for a maximum of two years

Other Requirements

  • Successful candidates must currently possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire
  • Must possess an International Code Council (ICC) Certified Building Official (CBO) certification or have the ability to obtain within 12 months of hire

We Also Value

  • Possession of ICC Residential Building Inspector (B1) certification, ICC Commercial Building Inspector (B2) certification, and ICC Building Plans Examiner (B3) certification
  • Possess at least three certifications from ICC, NFPA, or other certifying agencies
  • Strong written and verbal communication skills
  • Experience in interpreting complex codes and regulations

Job Contributions

  • Direct and oversee the strategic and daily operations of the Building Inspections Division to ensure efficient service delivery, regulatory compliance, operational consistency, and alignment with departmental objectives and organizational priorities
  • Establish schedules and methods for the building inspection program. Implement, supervise, and update policies and procedures
  • Provide leadership, oversight, and accountability for inspection personnel by establishing performance expectations, monitoring productivity metrics, evaluating operational outcomes, and implementing continuous improvement initiatives
  • Coordinate inspection activities with other County departments, divisions, and outside agencies. Collaborate with executive leadership, other departments, legal representatives, contractors, developers, and external agencies to coordinate inspection activities, resolve regulatory concerns, and support development initiatives
  • Manage and prioritize division workloads, staffing allocations, inspection schedules, and resource distribution to ensure timely completion of inspections, permit processing, and code enforcement activities
  • Ensure division staff maintain required certifications, technical competencies, and safety standards through ongoing training, professional development, and compliance monitoring
  • Provide advanced technical expertise and guidance to inspectors, contractors, design professionals, developers, and internal stakeholders regarding complex code interpretations, construction practices, and regulatory requirements
  • Review and resolve highly sensitive, technical, or escalated issues involving code disputes, inspection determinations, customer complaints, enforcement actions, and construction compliance matters
  • Oversee the maintenance of accurate records, inspection documentation, compliance data, and reporting systems in accordance with legal, regulatory, and departmental requirements
  • Other job duties as assigned

Working Conditions

  • This position is eligible for hybrid flexibility after a brief training period
  • Exerting 20 - 25 pounds occasionally, 10 - 25 pounds frequently, or up to 10 pounds constantly
  • Incumbent may be subjected to moving mechanical parts, vibrations, fumes, odors, dust, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises, and travel
  • The work will occur in an office and field environment. While performing the duties & responsibilities, the employee may be exposed to loud noise, noxious odors, unsanitary conditions, chemicals, electricity, moving mechanical parts, varying weather conditions, and other related conditions and situations. Position is subject to atmospheric conditions: fumes, odors, dust, mists, gases, or poor ventilation

Machines, Tools, Equipment, Software, and Hardware

Computer, Microsoft Office, Permitting Software, and tape measure.

Protective Equipment Required

Safety-toed shoes, hard hat, hearing protection, and eye protection.
