Position Summary IPTA is seeking an Applications Team Lead to lead software development and application support teams for Army enterprise systems. This role requires strong technical leadership, expertise in software development lifecycle (SDLC), and experience managing Agile development teams in DoD environments.
Responsibilities
Lead application development and support teams (10-20 personnel)
Manage full software development lifecycle from requirements through deployment
Implement Agile/Scrum methodologies and coach team members
Coordinate application releases and change management
Ensure application security and compliance with DoD standards
Collaborate with Government product owners on requirements and priorities
Manage application backlogs and sprint planning
Conduct code reviews and ensure coding standards compliance
Coordinate with DevSecOps teams on CI/CD pipeline integration
Track and report on application metrics and team performance
Identify and mitigate technical risks
Mentor and develop junior developers
Required Qualifications
Bachelor's degree in Computer Science, Software Engineering, or related field
Minimum 8 years of application development experience
Minimum 3 years in team leadership role
CompTIA Security+ certification (or ability to obtain within 90 days)
Project Management Professional (PMP) certification
Strong knowledge of Java, .NET, or modern web frameworks
Experience with Agile/Scrum methodologies
Active Security Clearance Required
Desired Qualifications
Master's degree in related field
Certified Scrum Master (CSM) or SAFe Agilist
Experience with DevSecOps practices
Experience supporting Army ERP or logistics systems
Cloud development experience (AWS, Azure)
Technical Skills
Java, .NET, JavaScript/TypeScript
Agile/Scrum, SAFe
Git, Jira, Confluence
CI/CD pipelines (Jenkins, GitLab)
SQL, REST APIs, microservices
