Grade 19 Location of Position Maryland Department of Human Services – Office of Technology for Human Services, Maryland Benefits 849 International Drive, Linthicum, MD 21090 Main Purpose of Job The main purpose of this position is to provide full performance level of work designing, developing, testing, implementing, and maintaining applications and programs using generally accepted computer programming languages or other development tools. Position Duties Consult with users to plan, develop, evaluate, and revise applications. Focus on the technical blueprinting and standardized documentation. Execute core coding and formal "Go‑Live" protocols. Ensure the long‑term health of the portfolio and user proficiency. Guide the iterative delivery cycle, transparent communication, and peer‑to‑peer accountability. Minimum Qualifications Bachelor’s degree from an accredited college or university in Computer Information Technology, Computer Science, Management Information Systems, or a related field. Two years of experience in computer programming or systems analysis. Desired or Preferred Qualifications Six months of experience designing, developing, testing, implementing, and maintaining applications and programs in an agile environment. Six months of experience building and consuming RESTful APIs. Six months of experience using debugging tools to identify and resolve software defects. Six months of experience with Continuous Integration/Continuous Delivery (CI/CD) pipelines and version control systems. Special Requirements Employees in this classification may be subject to call‑in 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached. Benefits Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. The State of Maryland will subsidize the remaining 75% of the cost for these benefits, while the employee is responsible for paying 25% of the premiums for medical and prescription coverage. Employees may also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, with full payment of those premiums by the employee. Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
