We are seeking a Senior DevOps / Jira Platform Engineer to support enterprise-wide Agile transformation and toolchain modernization within a secure federal environment. The ideal candidate will be a hands‑on technical leader with expertise in Jira administration, integrations with GitLab and ServiceNow, and Agile delivery enablement across multiple teams. You will own Jira SaaS in Atlassian Gov Cloud (AGC), lead migrations from Azure DevOps to Jira, and build robust integrations that connect development, operations, and IT service management workflows. *Contingent upon contract being awarded* KEY RESPONSIBILITIES
Administer, configure, and optimize Jira SaaS (AGC) for enterprise‑scale use. Design and implement custom integrations between Jira, GitLab, and ServiceNow using REST APIs, webhooks, and Okta SSO. Develop and maintain Jira governance frameworks, permission models, custom workflows, and automation rules. Lead the migration of Azure DevOps projects to Jira, ensuring data integrity and minimal disruption. Implement Agile metrics (velocity, cycle time, burndown) and dashboards for leadership visibility. Collaborate with cross‑functional DevOps and Agile teams to standardize tooling, CI/CD pipelines, and reporting. Create and maintain documentation, training materials, and SOPs for Jira operations and integrations. Support after‑hours maintenance, change control, and compliance reporting as required.
REQUIRED QUALIFICATIONS
8+ years total IT experience with at least 3 years in Jira administration and DevOps tools integration. Proven experience building REST API or webhook‑based integrations between Jira, GitLab, and ServiceNow. Hands‑on scripting ability in Python, JavaScript, or PowerShell for automation and integration tasks. Experience with Okta, OAuth, or other SSO/SAML solutions. Strong understanding of Agile, Scrum, Kanban, and SAFe frameworks. Experience migrating from Azure DevOps → Jira, including work items, attachments, and permissions. Authorization to work in the United States is required. Ability to work in an onsite setting in the Washington, DC metro area.
PREFERRED QUALIFICATIONS
Atlassian Certified (ACP‑620, ACP‑120, or ACP‑420). Experience with Confluence, Bitbucket, or Atlassian Marketplace apps. Familiarity with FedRAMP, FISMA, or other federal security frameworks. Strong background in CI/CD pipelines, DevSecOps, and cloud automation.
