Role Overview We are seeking a highly skilled Senior Business Analyst – Data & Compliance to lead requirements discovery, stakeholder engagement, and business validation for data-driven modernization initiatives. This role will serve as a critical bridge between business stakeholders, technical delivery teams, and compliance functions to ensure that business rules, data usage patterns, and regulatory obligations are accurately documented, validated, and preserved across system transformations or migrations.
The ideal candidate brings strong experience in requirements elicitation, data governance, compliance assessment, and stakeholder facilitation, particularly within complex, regulated environments.
Primary Responsibilities Requirements Gathering & Validation
Lead structured stakeholder workshops and interviews to elicit and document current-state data usage patterns, business processes, reporting dependencies, and operational workflows.
Analyze existing systems and manual processes to identify embedded business rules, data dependencies, and critical use cases.
Validate technical findings with business users to ensure accuracy, completeness, and alignment with operational realities.
Translate business needs into clear, testable requirements that support downstream technical design and implementation.
Stakeholder Coordination & Communication
Act as the primary liaison between business stakeholders, technical teams, compliance partners, and leadership.
Plan, schedule, and facilitate stakeholder workshops, ensuring participation from appropriate subject matter experts and decision-makers.
Manage stakeholder expectations by clearly communicating scope, assumptions, risks, and dependencies.
Provide regular status updates, escalate risks or gaps, and ensure timely resolution of open issues.
Business Rule Documentation
Capture and document detailed business logic, including data validation rules, transformation logic, calculation formulas, and exception handling.
Identify business rules currently embedded within applications, reports, or spreadsheets and ensure they are explicitly documented.
Document data ownership, stewardship responsibilities, and governance policies that guide how data is created, maintained, and consumed.
Ensure documentation is structured, traceable, and usable by both business and technical audiences.
Compliance & Data Sensitivity Assessment
Partner with compliance, legal, and information security teams to identify and classify sensitive data elements, including PII (e.g., addresses, email addresses, compensation data).
Document applicable regulatory and policy requirements (e.g., HIPAA, state or federal data protection standards).
Define data handling, retention, access, and protection requirements for current and target environments.
Support risk assessments by identifying compliance gaps and recommending mitigation strategies.
Key Deliverables
Business Requirements Document (BRD)
Current-state data usage patterns and business processes
Critical business use cases and reporting dependencies
User roles, permissions, and operational responsibilities
Business rules and logic that must be preserved or enhanced in the target environment
Stakeholder Workshop Summary
Participant lists and roles

Data Governance & Compliance Report
Data ownership and stewardship models
Inventory of PII and sensitive data elements
Applicable regulatory and compliance requirements
Data retention and archival policies
Security classifications and recommended controls for the target environment
Business Validation Checklist
Test scenarios aligned to documented business rules
Acceptance criteria for migrated or transformed data
Sample queries and reconciliation logic
Expected results and key metrics to ensure parity between source and target systems
Required Qualifications
Bachelor’s degree in Business, Information Systems, Data Analytics, or a related field.
7+ years of experience as a Business Analyst supporting data-centric or system modernization initiatives.
Proven experience facilitating stakeholder workshops and documenting complex business requirements.
Strong understanding of data governance, data quality, and compliance concepts.
Experience working in regulated environments (public sector, healthcare, finance, or similar).
Exceptional written and verbal communication skills, with the ability to translate complex concepts into clear documentation.
Preferred Qualifications
Experience with data migration, legacy system modernization, or enterprise reporting initiatives.
Familiarity with compliance frameworks such as HIPAA, NIST, or SOC.
Experience collaborating with architects, data engineers, and QA teams.
Knowledge of Agile or hybrid delivery methodologies.
