Role Overview The Lead Network Engineer will support Health Resources & Services Administration (HRSA) projects by providing technical leadership and hands‑on expertise in the design, implementation, and management of enterprise network infrastructure. The role works closely with Project Managers and cross‑functional teams to deliver complex initiatives, ensuring high availability, security, and performance of network systems. Responsibilities Lead the design, planning, implementation, and maintenance of enterprise LAN/WAN, Zscaler, and network security infrastructure. Lead a team of network engineers, working directly with client counterparts. Coach and provide guidance to less‑experienced professionals. Configure and manage routers, switches, firewalls, and remote access systems to support secure and scalable network operations. Implement and support RSA SecurID / RSA Authentication Manager solutions, including integration with VPNs, RADIUS, and enterprise authentication systems. Design, implement, and troubleshoot IPv4 and IPv6 network architectures, ensuring seamless integration and scalability across environments. Provide innovative methods and technical solutions using the engineering design process. Collaborate closely with Project Managers, engineers, and stakeholders to deliver complex network projects on time and within scope. Analyze customer and business requirements to develop technical solutions for complex networking challenges. Ensure network integrity, security, and compliance with federal and organizational policies, including backup and recovery capabilities. Monitor network performance using industry‑leading tools, proactively identifying and resolving issues. Plan and execute network upgrades, enhancements, and technology refresh initiatives. Evaluate and recommend emerging technologies to improve network performance, security, and scalability. Coordinate procurement of network hardware, software, and vendor/subcontractor services as needed. Develop and maintain network documentation, diagrams, and standard operating procedures. Qualifications Bachelor’s degree or equivalent combination of education and experience. 10+ years of network engineering experience, including 5+ years leading a team of network engineers and working directly with client counterparts. Proven ability to lead teams and manage technical efforts in complex environments. Experience supporting federal or enterprise‑level IT environments. Strong problem‑solving, communication, and organizational skills. Technical Requirements Strong experience in network engineering and architecture (LAN/WAN, routing/switching, firewalls, Zscaler). Hands‑on experience with RSA SecurID / RSA Authentication Manager and network authentication protocols (RADIUS, LDAP). Expertise with Cisco switches, network software upgrades, and Cisco IPsec VPN troubleshooting. Expertise in Cisco ISE, Cisco ASA Firewall 5500 / Firepower, and Palo Alto firewalls (Panorama). Experience with Azure NSGs and NetScaler Citrix (preferred). Experience analyzing PCAP files using Wireshark. Knowledge of change management processes, TLS certificate renewals, and remediation of vulnerabilities. Proficiency in network automation tools such as SolarWinds, Grafana, Cribl, and Riverbed. Must be willing to work after hours and weekends during maintenance windows (onsite) as needed. Location & Background Rockville, MD (onsite). Clearance: Ability to obtain a Public Trust. Candidate must have lived in the United States at least three (3) of the last five (5) years and pass a public trust background investigation. Compensation Likely salary range: $142,792 - $170,200. Salary will be set based on experience, geographic location, and contractual requirements. Benefits 401(k) with company match.
